Ladies and gentlemen, welcome to the rate that no one expected but felt necessary the whole time, hosted by @MLG Bradman, @Emperor Spriggan, @Gryffindor and me. What are we going to do here, you ask? Well, rate the most relevant mages for power rankings from around whole Earth Land!

INFORMATION
In total, we'll rate 38 mages from both Ishgar and Alakitasia. Previously we had a scale from 1-10 with one 11, due to the power diversity from this rate we have a scale from 1-12 with one 13. The 13 is there to be given to the character you think is the strongest. Don't forget this because if you do, you'll have to rate the whole thing over again!

- Natsu does NOT have access to Savage Emotions, the 7DS Power, or Igneel’s Power, for the sake of this rate we ask any performances achieved with these modes be NOT taken into consideration. DF, END (the one that fought Gray), are all allowed however though with DF in, END is kind of redundant, but oh well.
- Irene cannot use her Dragon form, thus Master Enchant is restricted. Only Human form.
- Sting has WSDM (the one against Larcade).
- Whether Gajeel has DF or not is up to your interpretation of the events in his fight against Bloodman.
- Cana has Fairy Glitter (not that it makes a difference).
- Lucy can access CSK, it is up to your interpretation however in regards to how strong that makes her or if you want to include it in your personal rating.
- Sherria has Third Origin, assume it doesn’t have a time limit.
- There are no Dragons in this rate, so Future Rouge’s Supremacy Magic is void.
- Ultear is young.
- Arlock has Ikusatsunagi.
- Pre-skip characters are as strong as they were when we last saw them.
- Because I know this will be asked, August, Zeref, Acnologia, and unrestricted Natsu are just too strong hence their exclusion, however we’ve noticed that many debates in Domus Flau have consisted of many people making arguments for some Ishgar mages and even some Spriggans being stronger than Human Irene so we left her in. Any complaints can be directed at @Gryffindor.

RULES
1). Don't send in troll scores, please. Of course we're not going to randomly accuse people of being a troll, but if you give your 13 to Elfman for example we expect a proper explanation.
2). If you don't participate, you have no right to complain about the results. Really, blame it all on yourself then for not sending in scores.
3). Be kind to us hosts, in the end we are the ones delivering.
4). Only use marks like 1 or 1,5.

Before we begin, let me tell you guys something. If you expect us to be completely neutral in the reveal posts, you're completely wrong. We have opinions too and we refuse not to share it when we want to.

Also, VOTING CLOSES MONDAY AUGUST 14TH AND REVEALS START THE SAME DATE WITH 3 A DAY FROM 38 TILL 20, 2 A DAY FROM 20 TILL 10 AND 1 A DAY FROM 10 TILL 1!​
