It does though, why would the Supreme Deity give the most influential grace to her weakest member of the Four Archangels? If his base wasn't at least comparable to Ludoshel's (who is the strongest AA graceless IMO) then you might as well give it to Ludoshel and have him get greater benefit out of it.
Mael said Ludoshel/Elizabeth had comparable PL's to him despite he being the strongest AA.
Ludoshel said he couldn't hope to ''compare'' to his brother when it was ''near noon''.
Escanor shows us that 11 AM = 50K (1 PM is 50K as well)
Let's say Mael/Ludoshel are 250k base.
''Near noon'' qualifies as 11 AM and even then, 300K isn't a massive difference from 250k and could still somewhat be ''comparable'' to 250k.
Now if Mael's base is lower then this makes the point of ''comparability'' even more stronger.
Mael outright said Ludoshel is comparable to him and then Ludoshel said it's only near noon that he is outmatched - so the obvious conclusion is that they must have similiar bases

Because he is entirely dependent on it, he doesn't have any independent power like the AA's have.

Exactly, he said ''near noon'' that he wasn't comparable anymore. Outside of noon or anywhere close to it, Mael's PL is comparable to Ludoshel's and from Escanor's usage of sunshine we see that the PL-gain from sun isn't that great outside of noon.
Mael's base is comparable to Ludoshel and it's only when it's near noon when he becomes too powerful and outside his brother's hope to reach him.
