Haven't seen all the characters in battle to actually judge. Most of the list would simply come down to speculation and hopes rather then concrete feats.
I think that all Spriggans (except August) are in near the same level. Ajeel was defeated by Erza+Jupiter, now Nineheart likely will be beaten by Erza+Kagura, so they are probably the same level. Dimaria showed really nothing and everything looks like she's only stronger Kagura. Brandish's magic is dreadful, but she was defeated without fight (Cana just hit her head...). God Serena is mystery, but in my opinion he couldn't control DS magic (the whole "black eyes" plot), so he may be strong or may be not, it's hard to tell. Wahl is going to be defeated by Laxus alone, but Laxus is stronger than Erza so I don't even bother. We don't know anything about Invel and Bloodman, but I don't think their power will surpass the rest.
Minerva has the attitude, confidence and charm about her that says I'm strong. But attitude and bahavior doesn't always match up or live up to the hype or expectations. Minerva could not beat a crippled Erza. During the beginning of Tartaros arc, Kyoka didn't fight Minerva. She owned Minerva and turned her into a demon to get stronger. Even then she was nothing more than in the way of Erza and Kyoka. That's enough to prove Minerva was never at Erza's level in both gmg and tartaros arcs. She has the vibe and attitude of a champion, but doesn't have the strength to match.
But we know that 4th God Warrod isn't the 4th strongest one in continent (he said that he's pretty weak and we saw he is), so why are you so sure that in Serena case the ranking is true? I don't know why you're hiding fact that Warrod--one of GoI, he know better that anyone--said that it's only Council's list and it means nothing. He said that WS aren't the strongest one and we know that GoI i just 4 strongest WS, so it's pretty clear that in Ishgar there are mages strogner than them. Serena's calling "the strongest" because he's first in the ranking which isn't really trustworthy...
You're underestimating Minerva. Her magic is capable of doing a lot. In my opinion, her magic is almost absolute. We shouldn't forget that she posses Yakuma Eighteen God War Magic, which surprised even Mavis. Since Kyôka and Minerva didn't fight, there is no reason to say she's actually stronger. I'd say:
Having a magic of some kind and Mavis who is old and knows about it doesn't mean anything. Is the anime and manga different too? Because when I watched the anime Kyoka kidnapped Minerva. Against Erza on one leg she still choked. Then demon Minerva was being carried around by Erza who slapped common sense into her. Sure she was able to abuse Lucy at gmg, but you need real evidence other than having tons of magic with little power.
Most of these mages have only one element, but those who have more magic abilities don't have the raw power to deal with it. That's why Natsu wins with fire only. Gray with ice. Quantity does not always beat quality. If you want to talk about magic doing a lot, Erza has requip that changes her elemental attacks and defenses. Speed, power and defenses can change too. That's versatility. Her magic is only requip. All it does is complement her brute strength, speed, toughness and skills.

It's a debate, we're supposed to find disagreement and give real reasons and evidence to back up our claims. If Minerva being able to teleport is a big deal, Mest can do it too plus change their memories. He could change them to forget about magic. He could probably remove everything where they have to learn to walk and talk again like how babies do
The problem is that you're ignoring the context of that statement. The description of the wizard saints is that they're the strongest mages in Ishgar. Serena being the No 1 WS automatically makes him the strongest Mage in ishgar going by that statement However, we know that the WS ranking doesn't actually account for the entirety of the Wizards in ishgar as there are prerequisites asides actual strength to be considered for the position. We also know that the original Magic council that decided these things have been dead for a year now and even while alive, FT was missing for a solid 7 years after which they returned and Laxus proceeded the defeat the wizard initially thought to be the 5th strongest when Laxus isn't even a WS. The WS are definitely among the strongest, but not necessarily the strongest. Furthermore, there's been a year timeskip for others to grow as well.
Basically, it's accurate to say that Serena is the strongest Mage among the WS. It's inaccurate to say however that he's the strongest in ishgar because there's proof and fact that dispute that. I've already covered this earlier but here's the simple version.
If you consider the 10 WS (or whatever number they currently are) to be the top 10 strongest Mages in ishgar then fine, that would make Serena the strongest by default.
If however, you do not agree or believe that the 10 WS are the strongest, that is, even if there's only one Mage among their ranks that you believe to be inferior to another Mage that's unlisted in the ranks, then that invalidates the claim that the WS are the strongest and that Serena is Ishgar's finest.
So the question is, which do you believe? There is canon proof that even a year ago, Laxus defeated Jura who was ranked No 5 indicating the WS rank cannot be taken as literal. If you believe otherwise and that the WS are truly the strongest 10, then well, it's really pointless to carry on with this as it'll just keep going in circles.
Laxus didn't get a chance to fight those opponents so nothing can really be said in that regard hence comparing their attacks. The GoI stated Serena's power was more than they imagined but Ajeel was also in disbelief when he saw laxus' attack. Then you have August who never thought he needed to interfere in Serena's battle but against a casual attack from laxus, he decided it was necessary to intervene and even suggested that Ajeel could've died and this is considering Ajeel was even on the offense prior. In the end, it's all really speculation but laxus is certainly at a level that's a threat to spriggans. Also, performance in battle is something else. For instance, Jura one shotted Orga, something laxus probably wouldn't have done as they seemed to consider themselves close in terms of power but laxus went on to defeat Jura anyway. So even though Serena beat the GoI on his own, it doesn't mean he can't in turn lose to someone like laxus who may not necessarily be able to replicate the GoI defeat or at least not as easily as Serena did.
The GoI are the strongest mages on the continent bar Serena obviously. One of them alone should > be Laxus. But Serena casually crushed not one, not two, but 3 of them + Jura. That's definitely more impressive than anything Laxus has done. Not saying a casual nuke from Laxus isn't impressive, but someone crushing 3 mages who are > Laxus and Jura (a Laxus tier) is more impressive.
I wouldn't be surprised if Ajeel was the weakest Spriggan. If you put Ajeel against Laxus in a 1v1, I see it going either way. Whoever wins would win high diff though.

Why wold you put Jellal ahead of Laxus at this point? Doesn't make much sense, especially since in the same post you said you can't rank Gildarts because he's not around and he hasn't shown any improvement since his fight with Bluenote, but if you would you'd rank him around Gajeel. It's really no different with Jellal. He's not around and we don't even know if he's improved let alone improved as much as Laxus. If he didn't improve at all then Laxus is miles ahead of him.

Laxus was the one who won the fight and thus he should get the benefit of the doubt in terms of who was stronger between them.
Not saying it's factual, but it's the most likely option as he would know more than anyone if an attack was strong enough to significantly injure or kill someone. Far more than an exceedingly arrogant mage like Ajeel would.
I'm not saying they're not skilled, but I don't believe them to be the 4 strongest wizards in Ishgar when their feats are pitiful. I find them to be exceedingly overhpyed.
I agree that all of the Spriggan 12 sans August are on the same general playing field. That's why I believe Laxus to be as strong as Serena if not stronger because he managed to put a significant amount of fear into one of those Spriggans, which led to August of all people coming in to counteract his attack while insinuating Ajeel may have died from said attack.
You make valid points i still don't believe Laxus is as powerful as God Serena or any other spriggan for that matter but that's just my view based on what i have seen (i do think he's close though) and i just don't think we should assume that perhaps even Hyberion especially is not one of Ishgar's best he seemed to cause God Serena some trouble (though he was getting attacked by the other's at the time) and this is kinda my problem with that chapter it just makes the gods of Ishgar look not that impressive when the hype that has been built up in canon says otherwise. I certainly don't agree with that and I certainly don't agree that he did better against Jura than Laxus. He had to resort to his strongest spell, which may or may not have won him the match.

Why are you bringing up Jura vs Laxus? Laxus is far far more powerful than he was back then. Nothing suggests Jura even compares to him at this point.
I told you so. Laxus is badass. Not just a little stronger than Jura. I said before that he beat Jura, which being younger, undeveloped, less experience and training, and 7 year time skip. Everything was against him. Yet he still won. Whenever a youth and potential beats someone strong that is older, the younger one will easily surpass them and become superior to his old challengers. So much for your theory of him being that far below the old and overrated ws. The ws were the strongest in their time, but in time things always change.
That's why Erza did it with one Jupitor assist. Not because Ajeel is weak. If Laxus smashes and blows up Wahl, are you going to consider Wahl one of the weaker spriggan? Or do you believe that Fairy Tail went into beast mode to get stronger during the one year time skip, which they did?
Jellal's magic is with no doubt superior to Laxus his magic. Jellal knows a lot of different spells with different qualities. Laxus has never shown a spell that could be as powerful as Sema or Grand Chariot. These spells are destructive. Jellal is strong because his stamina is very high, while Laxus is mostly focused on his attack.
