First Clean

Here it goes, don't hold back.

Raw image:
After I did a few things to it:

I think I messed up the borders because did them before resizing.
And just now it came to me that I wasn't supposed to clean black dust surrounding Zoro.

Now for the question, what's the best way to get rid of noise on the lines? Thicker lines get affected by it, I used combination of pen tool/filling and brush but don't really think that is the best way.

Not bad for your first clean.
On the last panel on the left, when you redid the borders you did it over the bubble.
Also if you do it correctly there isn't a problem with doing the borders before resizing, however you must use a bigger pixel size when doing them before resizing.
You did well with filling in blacks and cleaning whites.
And Removing the noise on the lines is usually done with Denoising with Neat Image, however be careful not to over denoise your work.

Uh, yes, got sloppy doing bubbles. Here is a second try. Personally I think the first one was better, gray areas are too dirty/dark in this one (strangely it looked quite good while I was cleaning).

If it's not too much, could someone try leveling/denoising/leveling this raw and telling what should be the parameters at each step? I don't think I got them right.

What denoiser did you use? Topaz? (More details is needed for us to give goodresponse xD)

Some small things I saw (and pointed out) ^^

Don't take me wrong, it is really good, but settings for denoiser depends (really hard) on RAWs, program and the monitor etc. etc.

First clean was way better the grays stayed close to there original pattern. The only thing I see wrong with your cleans though is that your over leveling the whites to much which brings out the white on the grays.
