Hikaru no Go-Manga how to do it?

I intend to do a hikaru no go-like manga. But i have some problems with creating "the backgrounds". Here's an example.

with a couple of effects and a drawn character

I want to keep the Outlines, but i think there are too many details on the clothes and hair. Have you got any suggestions?

Convert to Grayscale and then use the Graphic Pen filter maybe...
Should give you something better to work with.
