Zeno used the same move to send Meryem and Netero away so the aura definitely can leave his hand, so I think it's Emission.
Kastro can use abilities two away from his main (Materialize and Manipulate) and obviously was able to do damage to Hisoka with it. It's inefficient but two away doesn't mean 'totally useless'. If Kastro was smarter, he could simply switch to using no clones and straight up Reinforcement techniques focused on defending after he took both arms off. In that case he'd almost certainly win (how are you supposed to beat a Reinforcement user focused on defense with no arms?) and his clones would be responsible for the victory.
In Kuroro's case, he's #7 in arm wrestling in the Spiders. If you assume that chart is an implicit physical strength chart, it can be implied that he doesn't have very high physical attributes, probably because Specialization should be considered as '3 away' from Reinforcement. It's not like he took massive damage from Zeno's attack, and I think it's reasonable to say 2 away beats 3 away.
Remember, the point of Zeno's attack wasn't to do massive damage, but to defeat the Skill Hunter. Given the limitation of the Skill Hunter, ranged retaliation is practically impossible for Kuroro. Even if Kuroro opened a page that contains Franklin's power, he's also two away Emission so he has no advantage there. More importantly, since he can only use one hand, this presumably greatly lowers his attacking power. This means Kuroro is basically just a punching bag as long as he's using the Skill Hunter if Zeno continues to use Emission attacks, and that's too risky because it has to be a matter of time before he dies if he's completely incapable of threatening to the Zs. Obviously going back to hand-to-hand increases his risk too (Silva was watching on the side), but I'd think it's far more risky if Kuroro continues to act as a punching bag because in that case it's possible both Zeno and Silva attack him with a powerful attack at the same time. When he's in combat with Zeno, it'd appear Kuroro can definitely neutralize Zeno in the sense that Zeno definitely cannot charge up for some powerful move in mid combat versus Kuroro, so he only has to worry about one other person.
