It really isn’t that complicated. Knov would’ve kept the bombs in one of his dimension rooms; he would’ve placed the bombs in the palace only when he senses any strong en; wherever the king goes, his RGs go too (guaranteed). Palm’s part of the mission would no longer be important so she wouldn’t be near the palace. The minister Bezief would’ve been contacted and informed to smuggle all the women out of the palace same way he brought them in in the first place.It's still forbidden to use it and a last resort plan.

Nov's infiltration is an unexpected and unprepared miracle thanks to Komugi, Knov didn't have Rose in his pocket and it's still forbidden to use it and a last resort plan.
Plus, who says its forbidden, most of the countries didn’t even sign. To add, the CAs where seen as a threat that needs to be eliminated ASAP. There would’ve been no human-life losses. In other words, guaranteed success (if Knov is man enough).
