Hisoka lusts for the thrill of killing powerful fighters in combat. On several occasions he has spared individuals in order for them to grow to their full potential and derive the full pleasure of killing them later at the peak of their ability. In regards to the Genei Ryodan, the only person Hisoka has expressed interest in fighting is Kuroro. Hisoka isn't interested in anyone else and that trait suggests no one but Kuroro is close to his level.
Sure Feitan has beaten a fighter stronger than anyone Hisoka has fought, but Hisoka has yet to go all out in the manga. (Kastro only got as far as he did because of Hisoka screwing around with him at the start of the fight.) Like Feitan, Hisoka too has been noted to be fast and he is the third strongest Spider in terms of physical strength. His Bungee Gum has also been noted by the Genei Ryodan to be a pain to deal with. Feitan cannot defend against it and it's unlikely he can evade Hisoka's attacks indefinitely.
You also have other factors such as powerscaling and plot importance - Hisoka wins out on both. Hisoka is still the most important villain in the series (#2 is Kuroro) and an end-game opponent for Gon. That makes Hisoka high-tier, if not top-tier. The same cannot be said about Feitan who is high-tier at best. Hisoka has the edge in strength, but the outcome of the fight is unlikely to be a curbstomp for Hisoka.
