Ranged: Laxus = Jellal (I believe that Jellal has the stronger ranged spells with Grand Chariot and Sema, but Laxus has more free reign over the very skies, he can simply raise a hand and drop huge bolts of lightning with complete ease, not to mention his Roar and Heavenward Halberd )
CQC: Laxus >> Jellal (I think we can all agree on this one)
Speed: Laxus =< Jellal (Meteor may just edge lightning body in speed but lightning body isn't far off at all, I think that Meteor is faster in combat, but the only problem with it is we haven't seen him use it while in CQC or while casting a spell, he can use it to draw magic circles but he hasn't shown the ability to cast spells while in that form and that's a big problem)
Durability: Laxus >>> Jellal (If what Neinhart did knocked him out, then the casual Laxus bolt most certainly will do the job, Jellal's durability is sub-par compared to all his other fantastic stats, Laxus has some of the best durability feats in the series)
Stamina: Laxus >> Jellal (Laxus could fought on par with a Spriggan who had a natural advantage against him while he was in so much pain because of the magic barrier particles, he defeated the Spriggan and after that, he managed to stand and defeat Hades, that is some of the best stamina shown in this series, I can't actually remember someone doing something better)
Intelligence: Laxus < Jellal (Outside of battle, I would most certainly give Jellal the edge, but inside battle, they are very comparable, but the masterclass that Jellal pulled against the Oracion Seis is what tips this in his favour, Laxus tactic against Wahl is perhaps veiwed as equally brilliant because we simply did not expect him to pull off something so clever, hats off to both of them in this department)
Diversity: Laxus < Jellal (Laxus has normal lightning, dragon slayer lightning, red lightning, fairy law, runes, organic link and thought projection. Jellal has thought projection, true heavenly body, water magic, earth magic, fire magic, dark magic, telekenisis and telepathy. He takes this.)
Magic Power: Laxus = Jellal (They are comparable)
DC: Laxus <= Jellal (I think Sema had more destructive capacity, but Laxus' casual nuke wasn't far off)
AP: Laxus >> Jellal (Laxus has some of the best attack potency in the series, Roaring Thunder downed the 5th wizard saint and Red Lightning basically one-shot a spriggan and there's also Jaw of the Lightning Dragon that downed Hades and Tempesta, the only potent attack that Jellal has that I can think of is grand chariot)
Laxus' primary fighting style is to immediately go straight for the opponent with lightning body, if Jellal engages in CQC then he'll straight up lose because Laxus outclasses him in CQC and a punch or a kick that Laxus lands will be devastating for him because his durability isn't impressive at all.
His only option would be to use meteor to get away, Laxus would pursue in order to engage in CQC his next option would be to use to cast grand chariot, this will be hard with someone as quick as Laxus on his tail, if he does draw the circles and casts the spell, I'm pretty sure Laxus would dodge it because grand chariot is a spell that is fixed to 7 different points on the ground, a guy like Laxus should easily be able to dodge a spell like that, Jellal would need to find a way to get himself far enough away from Laxus and cast Sema, that would be extremely difficult with Laxus so close behind him, if he stops to cast it, then Laxus catches him and destroys him in CQC. He isn't outrunning Laxus becaus he will run out of stamina before someone like Laxus, if he somehow gets far enough and begins casting Sema, a Roar, Heavenward Halberd or a casual Laxus nuke coming his way would end him. This is Jellal's problem, if he could withstand some of Laxus' attacks then he could quite possible win but his durability lets him down. We also don't know if Sema would down someone with Laxus' durability, there's a big chance that it will, but we don't know that.
I compare this fight to a fight between a horseman and an archer , if the archer can get far enough, knot, draw and fire the arrow, then he he could possibly win, but if he can't, then he get's trampled by the horseman and loses.
As wizards, I would give Jellal the edge because of his knowledge and combat prowess, but in a fight, my money is on Laxus.
