I guess that's true if you don't have any programming background...the most important part of programming is the algorithmical thinking, and you can learn that with C++, PHP, Basic, in essence any programming language that offers a procedural approach

But indeed, if you learn C you will have a really, really good basis, and it is still used to write kernels, OS level applications, drivers...
