If you want to go by the literal definition, it definitely is a state of being. But it's also a state of being free of unpleasant emotions, so it's not as though emotions can't exist.

Thing is, that emotion is a state as well...I think it's a difference of nuance...

But a state of being can consist of many emotions and thoughts. If peace is a state devoid of unpleasant emotions than one could assume it's chock full of pleasant ones. Thus, not emotionless
