Laxus should stop at Dimaria or Brandish. Those 2 are deadly af! He could also arguably stop at God Serenaor Irene. But even if he gets pass all them somehow. He wouldn't clear this because of August.

His physical is still above Gildarts and I doubt Laxus even with magic could beat Gildarts without magic.
