As far as I could tell, it's literally a report on the sights and experiences found only in Akihabara. In this chapter they went to a cosplay cafe where the charm point appears to be pretty girls in kimonos who let guys rest their heads in their laps.(?!) There was a map in the last panel, so maybe this is actually based on fact... Perhaps someone who actually reads Japanese can explain it better?
