I doubt kuzumi will be a great magic user since pretty much clear that he isnt gifted in magic talents, probably that he will bluff, straight to the graduation. obviously someone will eventually realise that kuzumi is a fake but then we know kuzumi wont go down that easily will he? BMO might support Kuzumi however he is still incapable of storing permanent magic. probably when kuzumi BMO reaches 100% his plate will react and form a superior plate. Kuzumi is obviously is not a chosen hero since he is just a normal human but rather a central character who makes life fun.
While I agree that Kuzumi isn't some sort of central chosen hero, I am however vehemently against you're assumption that Kuzumi isn't gifted in magic talent.
We never actually knew if he could've message at the back of the handbook when the admission interview was going on. We never were given the chance, or allowed even, to see if he could've. But still, his current life style in the school provides us with hints and clues that points us to the direction that he has a capacity to learn and excel in magic usage; which seems to be also what the school has been overlooking in the admission interviews since they only accept those with magic ability and not those with magic potential.
As for comparisons, I agree with Kenshire. The people getting admitted into the school only has book smarts ability while Kuzumi has the streets smarts ability.
IMO, Kuzumi is head over heels above the other students in Seinaigi High since like he said to Ise: "The important thing in magic is how you use it. There's no need to bother with the level of magic, even a small bit of magic when used appropriately will produce great result."

Even though what he just said at the time was sort of hypocrisy (considering he hasn't been able to use magic yet), it still holds a huge amount of truth in it.
