Not a dead body , but he created the bodies for them himself. Their bodies are made up of ethernano.

Afaik , he summoned their souls from the underworld , and created bodies for them himself and gave them powers. The "power of the dead" aspect comes from the fact that their souls are summoned from the underworld/resurrected. He hit the idea of bounding their souls to an actual dead body only later. He's done that only with Natsu and Larcade.

I thought he created them by himself. Zeref is a genius tho in terms of magic I'll give him that
