And I got to thinking... is it ever explicitly stated that the three great powers balance against each other? What if they collectively maintain order in the world; so it'd be more like all three balancing against the silver medalists. Surely we can see they aren't friends with each other but I don't think that would prohibit them from accomplishing the same thing
They definitely protect the world " peace ", or rather world balance : balance would really be better than peace. I am going to explain how I see it.
Each part of the 3 powers has created an area of his own, in which none intruder, none upheaval towards their system is allowed. They vouch for the system they decided to protect : in each other's own area of influence, things go how they want, following the rules and the normes that have been introduced by the different rulers of the 3 powers.
For example, Kaidou's area should be more cruel than WB's or Shanks' but people behave as they have to in each area, following the established system : it is why I prefer to say balance than peace because each part of the 3 powers is not a good christian providing justice and so each system is not good.
As each member of the 3 powers protect his own system, that protects the stability of the whole world as each system is by the 3 powers guaranteed.
So, that means they prevent the silver medalists and even the other foreigner pirates to disturb their system but that does not mean the silver medalists are necessarily bad people dreaming of chaos, disorder and yonkous good people maintaining order : they maintain their own order, not the order in his general sense.
For example, Eneru had created his own system in Skypiea and was maintaining it, protecting it from intruders, disturbers, but the fact that an intruder, the SH crew, had destroyed it had not meant the chaos for the island : actually, it was the opposite. It just meant the end of a system. From now on, there is no system on Skypiea : it is just an island that will evolve with history.
You can see a system as some kind of autarky, very protectionist towards his own rules/normes (the intruders, porters of changes are not welcome) and that does not deal with the other systems and their rules/normes.
As Razh said, the WG is ready to take out WB, which means ready to destroy one of the system of the world. That means the WG has decided to change his foreign policy : he is not anymore an autarky, protecting his own system against disturbing people (such as pirates, revolutionnaries) and letting the other systems ruling in the way they want : the WG has decided to involve itself in another system - the WB's - to destroy it and take his territory.
That is the beginning of the end of the whole balance based on autarkic systems, that is the beginning of a new era.
I guess the WG objective is to be the only system in the world. But this new era, which is supposed to be not based on autarkic systems anymore, will be extremely influenced by Luffy which will made him be the new Pirate King.
That is how I see the thing.
