"Rough Tale" was used by Mangascreener in
the chapter where Crocus mentions the name after giving Nami the Log Pose, but I don't believe it's ever been used any other time. While "Rough Tale" is a possible Romanization of "Rafuteru", "Raftel" has become the most prevalent Romanization among the fandom, and is therefore the most common, so common that people use it almost to the exclusion of any other Romanization. I believe that Kaizoku, Stephen, Viz, and Null (at least, after Skypiea, they originally called it "Lavteru" when Robin discovered Roger's message on the golden bell) all use Raftel.
And to be fair, nobody REALLY knows what One Piece is, at least, not as far as we know. We don't KNOW if anybody but Roger knew what the treasure was. We do know that they all knew the True History, so if you assume that the True History is One Piece, which seems to be a common theory, then Roger's whole crew knows, and that explains why Buggy doesn't want it; he doesn't want knowledge, just money.
On the other hand, it's possible that One Piece is something other then the True History, so while all of Roger's crew knows that, they don't all know what One Piece is. I'm inclined to believe that if One Piece is something other then the Rio Poneglyph (which would make sense, since there's been too much hinting that the Rio Poneglyph is tied to Roger's treasure for the Rio Poneglyph to be all that there is to One Piece) then Roger hid it alone, away from his crew. Therefore, they don't know what One Piece is at all. It could be money, it could be a journal, it could be ANYTHING. I think that that would also explain why Buggy doesn't care for it. He wouldn't wanna exert that much effort for something that may not even have any monetary value. And even if you say that the very word "treasure" means money to Buggy, well,
Roger himself seems to have had a definition of treasure dissimilar to Buggy's. We know Roger was like Luffy, so he probably thought of treasure as "something that has a lot of value for the owner". And Buggy, knowing that that was what his old captain thought of treasure, probably suspected that One Piece wasn't a monetary treasure. Therefore, he'd still have no interest in going after his captain's romantic treasure, because Buggy only cares about monetary treasure.
And either way, WE don't know enough about One Piece to say that it's not a monetary treasure. It seems that One Piece won't end up being JUST a monetary treasure, but there may very well be a monetary aspect, even if it's also a romantic treasure. We don't really know what One Piece is, the most we have is that Roger's crew took the Rio Poneglyph to Raftel, which seems... suspect, to say the least, but we don't know at all if that was related to One Piece. Heck, One Piece may actually be a material treasure, and Buggy may even know what it is, he's just too afraid to shoulder the burden of sailing through the entire Grand Line to get to it. Those are all valid possibilities, until we get some conclusive information on what One Piece actually was. And considering
Luffy's little speech back at Shakky's Rip-Off Bar, he's not gonna wanna take the information even if it's presented to him; he's already turned it down once. Chances are that we're gonna have to wait for the Raftel arc and the conclusion of the series for a truly conclusive answer.
