Or you could cut off your feet, or use lateral ankle dislocation, rotational dislocation or brute force manipulation to remove some foot shackles. People have used various means to get out of a foot shackle. Also maybe it's too loose so it doesn't impact his DF properly.

It was a character whose power is some nebulous control over fear. Imo the hint is most likely just referencing Loki being "generically anime intimidating", or at least trying to be considering I'm not buying his whole act
