Only a strong conqueror haki work IMO, like joyboy tied haki.

Luffy’s Haki was pretty strong already against Kaido, so what would he have to do different?

And honestly, since we already have another character (Ivankov) suggesting it was the Perennial Youth Operation, it probably isn't actually the case.

Thats my assumption tho. Like Mero Mero No Mi Petrification muss be reversed by current df user, even if you kill the df user and transfer to the new one, the new user could not undone it. At least thats what is confirmed to be claimed in manga.
