I think it's more a problem of there not being enough hype Vice Admirals and Marines in general. We have like a dozen Worst Generation pirates climbing up the ranks and becoming world renowned as the story goes on. For the Marines, we have.... uh.... Coby. Who is an excellent character, but it's just one dude.

He sensed Shanks' haki and had this reaction even BEFORE knowing it was Shanks:

Ehhh I wouldn’t say that. His introduction he basically got wiped. He was fighting an unexperienced momo and was about to have to get serious. If Yamato had jumped in, then the fight would’ve resulted in an L for the admiral. Not only this luffy big 4 knew he was there and decided not to join. Nothing confirmed. The tweet is deleted now but one of the hints that was shared implied Fujitora and Mihawk are involved in the chapter in some way. That combined with the other hint that said Admirals will get an L makes it seem like you're right.
I see your concern and you raise good points but i don't think Admirals are the final opponents at least not all of them maybe just Akainu
