For now i think the clones still need to "grew", so the reason why only old shicibukai because the marine have time access to them much longer, to create them as serraphine n grow them maybe need more than 2 years, so yeah thats why i believe the thing happen 2 years ago not enough time to be active clone by this time.
Actually, one of the guidebooks imply Rokushiki is based on Armament Haki.
Using Tekkai, CP9 agents could harder their bodies like steel, and with Rokuogan allowed them to emit an burst of energy from their firsts. That's very much like Armament Haki.
Besides, the Vice-Admirals were stated to use Haki, and we saw them using Rokushiki techniques.
Not with real-world physics. But within One Piece world, it's not magic, it's just hitting the air with such strength someone can walk on it.

The Gorosei introduction boxes are distinct from Devil Fruit users, it doesn't list them as Devil Fruit users, just the name of the creatures they turn into. That imply they are something else.

To me the number one question:
Is it Luffy solely reacting to “Evil Shanks‘“ face or did “Evil Shanks“ already attack / kill a giant in front of Luffy (maybe Jarul)?
I believe that the Gorosei would not allow that, since Ace is from the D. clan... even for Buccaneers, Lunarians and Fish-Men they allowed the clonation only because Vegapunk altered the DNA and forced the clones to obey, but I think that D.s are out of question.

Hmmm, on the rokushiki front I think it's similar in principle to how zoro cutting through iron is in some unexplained manner related to haki. I'd argue the series at least hints at this (specially through the explanation hyoguro gave about how swordsmen use haki) but the logic behind this is wonky, if it even exists at all.
Rob Lucci's card stated that he learned Haki during the timeskip. This was changed in the revision webpage, saying instead that he strengthened his Haki in that timeframe.
All the CP agents should have the same revision if the intent was to revise Rokushiki as being haki-based, but it's just Lucci. That "trivia" should be removed.

I can't quote you exactly what now, but info on the vivre cards have been wrong before, and as for the magazines, the devil fruits are all kinds of fucked up, they very obviously display what the power is going to be, which kinda contradicts what we seen on the manga, (other than the mera mera) just look at the fruits CP9 eats. it looks nothing like a giraffe or bubbles.

For me Vivrecards are weird because it's unclear how much of it is explicitly Oda writing it, and how much he just rubber-stamps. He obviously has a ton of input, but like you said it's canon until not. Devil fruits are all hand-designed by Oda himself though, so the intent is clear on that one. After all, the person explaining the shape of DF was Jabra, who isn't exactly an academic on the nature of devil fruits. That said, I would like to hear Vegapunk's explanation for why some DF are randomly shaped and some are just the shape of the thing they are.

I've never found a problem with Rokushiki effecting Luffy, he's not totally immune to blunt damage. And Shigan and Rokuogan both don't seem to be blunt damage either way, I think Shigan is piercing and Rokuogan seems to be a shockwave that passes defenses altogether. Either way:

Yet your question made me go and look, and only Lucci (and by proxy Hattori) got an update for the "The Geniuses of "Future Island" Egghead!!" expansion. So I guess we're back to square one lol. The only thing we know for sure is that Lucci uses haki with his Rokushiki, and was most likely doing that pre-TS as well.
Personally I think "doriki" (and by extension Rokushiki) as a concept was initially going to be the foundation for what would later become haki. Then Oda realized he was about to implement actual power levels and scrapped the idea, making it remain a specific weird WG-based martial art metric. He basically took what he looked and adapted it for
