Doffy is out of question! He couldnt manipulate the likes off Loki. It might have been some sort of CP0 agentYeah, a lot of people are linking Mosa to that old guy, but what about the traumatic event he mentioned? Harald’s murder? Loki was present for that, and any other Elbaf-related incident would be something Loki already knows about. That makes me think Mosa must be from outside the island.
I still like the Imu theory, it makes some sense in a way, especially if Imu wants Loki’s legendary power on her side.
And as for Elbaf’s treasure, I’m convinced it was originally the Nika Fruit before being taken by some mysterious figure. Personally, I suspect Doflamingo. He could’ve been the one manipulating soldiers, and maybe even Loki, into killing Harald. Then he sells the fruit on the black market to the highest bidder, which of course ends up being the World Government.
It’d be hilarious if Doflamingo actually swapped the Nika Fruit with the real Gomu Gomu no Mi. Imagine Loki believing he’s the "Sun God Nika" while in reality he’s just a regular rubber man

That panel with all the soldiers attacking Harald really reminded me of Doflamingo’s manipulation powers. It makes me think there’s still a chance he could be tied to the current events. He’s such a great character, it would be awesome to see him make a comeback.
