Still Sanji before Luffy? Who goes to war with entire kingdoms and the WG just because they were unjust to a friend? He always helps the people in need, punches a Tenryubito in the face because he disrespected a friend, gives his food to the old man in wanoprison etc. More kindness then from Luffy we never saw in One Piece.
Oda has put in kindness as a very important trait for Sanji, so in that manner, yes, he is ahead of Luffy. there's no realistic way to measure or compare though. Zoro saved a random person in Shabondy, which is also a great act of kindness.
Strength:
Zoro is not stronger than Luffy at all as well perseverance as can't see Zoro above in those categories over him especially on latter given how Wano treated him badly still.
