One Piecce seems to have a theme of False Heroes.

First we had Ceasar, then Doffy, and now Orochi.

Maybe Sora from the Germa story is another false hero. That also brings some sense for Garp, who is called the Hero of the marines. Maybe he did something similar to what these other guys did.

What do you guys think?

Garp is called a hero because he caught lots of pirates. He also seems to be friends with Coby and Shirahoshi. I don't see Oda pulling something like that with him.

Actually, Garp is called a hero because of a certain pirate / group of pirates (Rocks).

What I think its obvious is that he did not stop them alone, but probally did the final blow, and thus the marines made him into a symbol.
Keeping his power and this theme oyu talk about.

But dunno if that is needed

I think Garp is actually one of the few who can be considered a hero because he does consider pirates as evil, but unlike Akainu he isn't as obsessed with destroying them. Akainu would have killed Roger's kid and prevent Luffy from reaching Ace, but Garp knew Ace was innocent of his father's crimes and was willing to let Luffy save Ace, damned be the consequences. As selfish and obtuse as Garp can be, he should be considered a true hero, probably one of the very few.
