After reading the "FT Tournament: God Serena vs. Natsu Dragneel" Thread, I would like to discuss a few topics:
For the first topic, I remain relatively neutral on the debate.
Here is the Global Moderator's Notice:

Furthermore, any emotional/psychologically barrier preventing any character from fully utilizing every skill in their repertoire is negated. The argument here is that Natsu needs an emotional trigger to use DF.~ Holt

Note: I take no side on the debate whether Natsu's DF is emotionally triggered or not.
However, this post will be under the assumption that Natsu's DF requires that he is emotionally triggered.
First off,
I did vote for Natsu, but for my own reasons. So in no way am I biased here.
However:
Regarding the rule of negating all emotional/psychological barriers, to be fair, I don't really see how that rule can be applied to Natsu willing Dragon Force.
As the rule states, there are no
emotional barriers.
But Natsu having to be emotionally triggered is
NOT a barrier.
Technically, that cannot be considered a barrier for Natsu at all.
He just may simply lack the capability.
If it is true that Natsu requires some emotional trigger to turn DF, then that is the equivalent of Natsu requiring Etherion to turn DF.
In other words, it can't just be given to him.
This rule regarding emotional/psychological barriers would apply more to Jacob, who cannot see women's breast.
I wouldn't necessarily consider Natsu's lack of capability to be an emotional barrier.
Long story short:
"Having to be Emotionally Triggered"
=/= "Emotional Barrier"
Now regarding this issue. All is already said and done. However, I would still like to point something out.
I think
it was pretty clear that Macro worked on anybody who was
within Mira's eyesight.
Macro has shown to prove itself effective countless times on various people/opponents.
There is almost no reason to assume that Macro works differently on Jellal.
As for Macro not working on everybody,
it would be absurd if Mira could wipe out the whole Alvarez army with one attack.
It's an unrealistic feat that nobody could accomplish and is too much to ask.
As far as I'm concerned, Macro worked on its intended targets and should work within the view of the caster.
