I've been mulling this over for a while now. I predict that Tanegashima Shuuji (Shuuji, as I prefer to call him) is both the U-17 Head Coach and the best player of the U-17 Team.
Shuuji didn't go overseas for a flaky reason, and if he's going to be the No. 2 of the U-17, he's obviously going to have to fly at some point, so from the start, we have a problem.
Now, here's what we do know: The head coach would've returned with the top 20, yet all we've seen are the same three U-17 coaches. There's no reason not to introduce the real coach, especially as in chapter 74, instead of the introduction of the head coach, we end up with the same three U-17 coaches commenting about the true strength of the G10 players.
Now, here's what Shuuji does: Shuuji has yet to play; instead, he spends all of his time observing. When the BJB returns, he stops the BJB from fucking up the HSers.
Shuuji doesn't seem to include himself with the rest of the players. For example, he tells Irie to be careful or he'll have the rug pulled out from under him. Here, the 1st Stringers are talking about themselves needing to be careful so that they don't have rug pulled out from under them by the challengers. Yet, Shuuji's never included in the speech.
I think Shuuji's the best player in the U-17, and the reason that he doesn't hold the No. 1 ranking is that if he were No. 1, he couldn't not go overseas. The difference between the No. 1 not going with the team and the No. 2 not going with the team is that the No. 1 represents the team as a whole as the "strongest player" of the U-17, and without him there, perhaps the players could be disheartened. Your No. 2 singles spot can always change or be filled by someone else, as it's not so critical. We know that Kaji filled Oni's No. 5 spot while Oni was checking out the camp.
We still don't know who, if anyone, filled Shuuji's No. 2 spot as we never saw a replacement.

Now, it could be that the head coach had expected that the BJB would rise up and destroy the 2nd Court, so he had made that declaration earlier before he left with the top 20, but doesn't it strike you as a bit odd that it's right after Shuuji's welcomed them?

Surely if there were a head coach with them, he would've ensured that there would've been some greeting prepared. I mean, surely if there were a head coach, Byoudouin would discuss the challenge thing with him, not with the basic three U-17 coaches.
