I'm not a fan of hierarchy/power level debates, because I don't think the story has every really made a thing out of it. So for me Jinbe joining is just someone balancing out the crew in terms of experience and a powerful asset for the new world.

New nakama have never joined based on strength, but rather on how their presence complements the crew.

Jinbe ticks all the boxes to be a great new nakama.

To use an unpopular comparison: if a football team has some amazing people up front, does that mean they can only have a mediocre midfielder?

Agreed. Jinbei can be stronger than Luffy and still be a member of the crew as his underling because Luffy's the captain. Most of the Straw Hats aren't following Luffy because he's stronger than him, but because of the kind of person he is. The others that join Luffy usually add something to his crew, from personality to role. Like how Sanji plans the end well, Jinbei is a great strategist for the beginning of plans, but he can't finish it well enough. Perfect complement. On top of that, Jinbei is a great helmsman, so he'd be pretty useful if the seas to Raftel are dangerous and stormy, and he makes a perfect team with Nami.

Plus, I forgot but Jinbei seems to be the only one who can reason with Luffy/appeal to him and calm him down, like he did when the two met Caesar in Bege's castle.

Oh, another one:

Jinbe was eaten by big mom.
