How much Reinforcement was Urek using?

The percentage limit shows that Urek despises his opponents (Karaka, Hell Joe, Luslec).
Otherwise, just punch normally. Why bother calculating percentages?

Ehn, wouldn't count Hell Joe, Urek only despised what he had become.

But the real Hell Joe was still in there.

I'm not saying that he despises human beings, but that he despises their power level. In any case, for him, most people in the tower are not regarded as opponents.

Urek does not like weakness yes, i think his first appearance gave that impression as did his sworn enemy version.

But in the FOD he expanded on it by what he said through implications, it's not so simple.

Urek doesn't see those far below him, aka the weaklings as a sin or things to hate.

What he hates more than the physical aspect is mental fragility, this is the reason why kept telling Hell Joe that he had grown much smaller from the last time he saw him even though Hell joe was far more powerful physically.

Urek respects weak things who wish to actually grow and improve their lives and that of others in an honest way, i think most people in the tower have forgotten this and hence why he dislikes the tower as a whole.

Sorry for the rant.

Because he is strong enough. It's like a player who completed a game and forces himself to do certain things. He also uses this to scout potential Wolhaiksong member.

Ehn, it's a two-way thing cause we have to look at it from the context of what 100% means.

For example the FOD, Urek naturally was 100% because he's in the base of base, aka nothing at all to amp of de-amp him further other than his own control.

Just like Humans can control how strong they want their punches to be up to a certain limit he did the same thing.

Both situations apply here now and that's the case of sub-levels.

Urek wasn't growing stronger when he went from 1-10% in the FOD, he was just going back up to being normal.

Such is the same here, building up to fullbody reinforcement would be him simply being normal, aka the base we know.

So if he can amp it beyond 100% then we can actually say that he's no longer in base anymore and is for the first time displaying a bit of his power.

Wouldn't be completely out the realm of possibilities.

Against Ray, UM went 100 percent but against V, he went to 50-75 percent.

Ray was using his most OP technique which was a step above his original i.e 3D version Rupture. I doubt below 100 percent reinforcement will be able to destroy it. Also, I think only 100 percent reinforcement can somewhat be compared with blossom flame, even if it's just a spark.

IIRC, V did comment UM and Gussy were holding back not to harm Night. Also Water Dragon isn't some OP technique like Rupture is that UM will need 100 percent reinforcement to destroy it.

The "Kai" is expressed with the same paneling as the % Shinsu Reinforcement. Granted, a technique like Gorgon Fist was also expressed like this, so it could be Urek is about to use a technique.

Generally though, it'd be very fitting IMO. Kai means "release/open", which could mean Urek is finally deciding to unleash his power properly.

No? At least I don't think so. I recall this exact type of paneling being used to convey either Urek increasing his Shinsu Reinforcement or using a technique. Luslec got something different for his techniques.

EDIT: Checking out the fight, Luslec got one similar panel to this when he went Dark Charge. And even though the kanjis were written a bit different, the meaning of release or emerge was also there. Moreover, other techniques got the kanji of "Kai" apparently. So on second thought, you may be right that this is Luslec's doing.
