In my opinion, V was the initial "Chosen One" among the Great Warriors destined to become an Axis. He was the only one who opened the door to the Tower alone; the other Great Warriors merely followed him because their outside world was far too harsh.

Consequently, the Guardian of the Workshop bestowed the powers of Revolution upon V. It was then up to him whether or not to share this power with the other Great Warriors. His decision to share it not only made his companions significantly stronger, but it also empowered the Tower as a whole.

However, once they reached the 134th Floor, Jahad discovered that only V would ultimately transcend to become an Axis. Blinded by this revelation—and furious that Arlen Grace, the woman he loved, chose V over him—Jahad chose to halt the climb. He sealed the path beyond the 134th Floor and forged a contract with the Administrators to crown himself King.

This explains why the Outside God stepped in to help Arlen revive Bam. Because V was the truly destined one, the Outside God placed V's soul inside Bam's body to grant him a second chance. This perfectly aligns with V's declaration that he was destined to re-enter the Tower and climb it once more. Furthermore, it explains why V emerged from the exact boundary line Bam drew to define himself: it signifies that V is the sealed, true essence of Bam.

I do think that V guessed just as Obrion did. He just didn't know about Axis. That's why he didn't want to be bounded by the tower and didn't take the Immortality Contract

 

[Sanity Check]

Within the hidden data level of hell train, Aguero Agnis remarks upon his father Eduan being completely and totally different from the Eduan he grew up knowing. Other portions of ToG hint upon Jahad merging with a thryssa. With Eduan possibly doing the same at some point. After merging with thryssa apparently both Jahad and Eduan's personalities become completely different as they are taken over by foreign entities, becoming perhaps nothing more than puppets for administrators to control.

This sets the stage for civil war between V and the rest. Administrators recognize V as a threat and take steps to have him eliminated.

Administrators then arrange for the 134th floor to become a barrier to growth. To reduce threat to their power over the lower 133 floors. But they are not allowed to completely cut off floors above 134 and so part of the key becomes the 12 month series of weapons. And the other part of the key, I don't remember.
