It is on arlong Park and probably Oro Jackson already but I am on mobile so I can't copy and paste it (or rather I don't want to.)

The Sky Priests and Enel only had CoO and it was explicitly used as a plot element.
Now it wouldn't matter to much to reveal someone like Crocodile as a Haki user, since he mainly used his Logia and Hook against Luffy, slicing attacks where Haki is irrelevant against rubber.
But the CP9 used physical, unarmed attacks, and a lot of them were blunt moves. The difference between human Lucci's blunt Shigan and Leopard Lucci's clawed Shigan was highlighted though.
Also Haki is Armorpenetration, with Haki some random nobody like Pavlik can one shot a Pacifista, whereas the entire Straw Hat crew had to use all of their Strength, and that is despite Luffy defeating Crocodile, Lucci and Moriah who should be a lot stronger than Pavlik.
So with Haki Fukurou should have been able to greatly injure Franky rather than make him just use up his Cola....
Okay then. I'll take two minutes to explain my point of view. I just think this is not the right thread to discuss haki itself.
I don't remember the name of the technique Lucci used against Luffy where he put both hands together with his fists closed without using his claws, I think it was rokoungan. It looks like haki. It could be. I'm not arrogant enough and I'm not oda to just say it is, it is just my opinion that it could be a form of still developing haki, an example of Lucci having haki pre time skip.
Maybe just like HP said above, they fully developed after ennies lobby...
That's a example that I have on my mind right now. If I re read that arc maybe I can think of something else.
And I'm sorry if I'm being rude or anything, I'm trying to be clear as I can with my thoughts. English is not main language.

As long as we're discussing haki in the context of the CP9 characters in thsi thread then it's fine. I am of the same opinion that HP stated, as I've had a similar conversation with kkck and Akainu about this.
I believe they learned haki after the timeskip, otherwise it is a HUGE inconsistency in the series; otherwise they'd have wiped the floor with the crew (I mean, they were trained assassins who were plenty powerful even with just Rokushiki.

I have my gripe with haki as to me it doesn't seem like Oda has/had a clear path of where to take it but with this at least, I think it's pretty conclusive.

@KimCorrea as far as we know Rokuogan is a special ability to one who has mastered Rokushiki, hence why only Rob Lucci could use it. Nothing about how it is performed indicates any relation to haki. Actually I can see why you think that, as we've seen that with Armement haki you can repel opponents but the way both are performed are quite different to all other examples we've seen. Also Luffy would've recalled that moment in the flashback scene had that been the case.

The problem is, criminals shouldn't be allowed to attend Levely.

The fact that Chinjao somehow lost his bounty despite not being a Shishibukai must means someone else pardoned him. Since they were in the service of the Kano Country, I assume it was the Kano King. Whoever it was, I don't think it is possible to lose a bounty without a pardon. Age or impediment don't really seem to be taken into account, Dorry, Broggy and Rayleigh still have active bounties, while Zeff is hinted to still have one by the Vivre Card databook.
And the only other character unaffiliated with a Shishibukai who was pardoned, Jango is now in the service of a WG institution.

So I think in the service of a WG country, Sai shouldn't have been able to acquire a bounty. The Germa Kingdom did many bad things, but were only punished when they were trying to betray the WG. For the WG, it seems its member countries can wage warfare against each other all they like as long as they stay loyal to the institution as a whole.

Now Sai actually did betray the WG by joining Luffy, but the fact that he is at Levely implies that it wasn't taken into consideration yet. Or they just allow Pirates there, but that seems rather...dumb? Inviting your sworn enemy to the place where all your leaders are...
(Shanks is clearly a special case before anyone asks).

Because this one creates so many inconsistencies, I assume that databook actually jumped ahead. The Next time we see Sai as a Straw Hat Grand Fleet Captain, his introduction box will feature his bounty, and during that time, it will actually make sense for him to have it, because Levely is over.
I think whoever made this databook just took Oda's notes out of context here...

It can't be that he had Haki. Not one of his attacks are consistent with Haki.

According to:
Lucci’s CP0 vivrecard also states that he learned it during TS


Also not sure if it’s talking about Haki but on Kaku’s card: 【CP “Ageis” 0】After being exiled from the government, he joins CP0 with Lucci and obtain a greater power.
He says it says he learnt it during the Time-skip.

Could be they had awakened Haki, but only learnt to use it after like the SHs.

Etenboy has been translating all the vivre-cards thus far, and based on his translation, they never were Haki users pre-skip nor is there evidence from pre-skip consistent with the idea.

It really shouldn't create any confusions unless people would like to believe something they can't prove as fanboys tend to do. They hear their favourite character has something, they will believe it regardless of the lack of evidence or sense to it.

Hello Oro Jackson this is your monthly compilation of latest vivre card info which has sort of gone MIA for several months due to my laziness.

Characters this month include: Kaku, Kalifa, Rob Lucci (CP9 Ver.), Blueno, Spandam, Jerry, T-bone, Wanze, Nero, Jabra, Fukurou, Kumadori, Baskerville, Spandine, Momonga, Chinjao, Sai, Kelly Funk&Bobby Funk, Elizabello II, Suleiman, Orlumbus, Cavendish, Rebecca, Bartolomeo, Ideo, Hajrudin, Bluegilly, Riku Doldo III, Leo, and Mansherry.

1. The name of the island in which CP9 agents spent their childhood: Guanhao (グアンハオ/冠昊)
↑This island right here with the tower and the forest is called Guanhao.
It is named after a Chinese One Piece fan who recognized said tower to be based on a tower in his hometown (Wenzhou, China) and sent a letter to Oda about his discovery. His message can be found in the SBS column of Vol.80. His name is Guanhao Wu (吴冠昊).
I guess this is the very first time for someplace in One Piece to be named after a reader.
(I'm not jealous. I am not.)

2. All CP9 members, excluding Spandam and Nero (who has already been kicked out 2 years ago), are confirmed to have CoA (Busoshoku Haki) and CoO (Kenbunshoku Haki).

3. Lucci and Jabra are both 212cm (6'11) in height. Kaku is shorter, with a height of 193cm (6'4). However, we all know when they use their DF, Kaku, a giraffe Zoan, is the tallest.

4. CP9 members are, again, from all over the globe - that includes the Grand Line, and all four Blues. The reason they ended up being the World Government/Celestial Dragon's slaves and victims of child labor at a very young age is still unknown.

5. Kalifa and her father, two generations of assassins, are described as "a thoroughbred sort of family" lol.

6. The name of captain T-Bone's sword is revealed: Bamboo.

7. Wanze, the chef/fighter from CP7 whose ass was kicked upside down by Sanji on the sea train, is only 28 years old this year.

8. About Baskerville, the three attorney generals in Enies Lobby.
We all know that it is a Sherlock Holmes reference, and the one on the left is named Bas, and the one on the right is named Kerville.
And the one in the middle called himself "Princess".
Today is the day, my fellow readers.
I'm going to tell you this: his name is definitely not "Princess".
This dude, his name is "And" (アンド).
Together, they use a common name "Bas And Kerville" (バスアンドカビル), which, of course, can be abbreviated as "Baskerville" (バスカビル).
No wonder he calls himself princess. I can rela...no actually I can't.
Also, their birthdays, blood types, and favorite foods have made me truly disturbed -
Bas birthday: March.30th; blood type: X.
And birthday: March. 31st; blood type: XF.
Kerville birthday: April.1st; blood type: F.

9. Suleiman is now aboard Cavendish's ship so he listens to Cavendish's boasts every day. They actually get along pretty well.

10. Chinjao is the same age as Garp. They are both 78 years old post-TS.
But there is an obvious age gap between their grandsons (Sai: 28, Boo: younger than Sai but should be 20-ish; Luffy: 19).

11. It appears that the pirate ship of XXX Gym Martial Arts Alliance/The Ideo Pirates still remains unnamed.

12. In Cavendish's rough sketch, there is one sentence that looks like "originally set to be Ace's former rival" but that clearly is not the Cavendish we see today.

13. Bluegilly's tattoo on his (long) leg is a trend among the Long-leg people. It is supposed to make one's leg more stylish and good-looking. (Yup, look at you Smoothie Citron Cinnamon)

14. Bartolomeo's epithet "Cannibal" comes from his scary appearance and gruff attitude.

15. Favorite food

Kaku: banana, and
castella, a type of popular Japanese sponge cake, which is really rectangular.

Kalifa: stir-fried spicy lamb meat

Lucci: the food Lucci hates most is..... spam.
A possible reason for his hatred: spam (スパム) is very close to Spandam (スパンダム) just save several letters/katakanas.
I guess he really dislikes his former commander/present subordinate.

Well, Shichibukai are in essence criminals. Every criminal under them lose their status as criminals simply because they work for a Shichibukai.

Perhaps, this is the case with people who are a part of the WG. Since they're contracted to work with the affiliates of the WG, the WG might offer them immunity simply because of that.

It doesn't seem to farfetched.



In fact, Sai at the Reverie said he's cutting ties after the job. It gives credence to the idea that as long as they're contracted by WG affiliated countries, they're granted immunity. Once they cut ties, they will be regarded as criminals. I guess it's just frozen until they bare their fangs at the WG once again.

I think it says his bounty was 500m+ 30 years ago. I don't know if it's still active especially since the Happou Navy is affiliated with the Kano country. The Vivre Cards don't seem to have been translated word for word, so I'm unsure of the details besides what's been said.

Interesting bounties on them all and kinda surprise Bartolomeo's bounty isn't higher than others after his achievements XD.

I can see Sai having an bounty especially since he wasn't apart and plus he did said that he plans to leave the Kingdom to join Luffy's Grand Fleet more officially, so it doesn't really matter as he is set becoming an Pirate whether first time or not.

As for CP9, Think it is meaning more after Enies Lobby of them learning Haki which make sense after training themselves enough and in CP0 now. Are they talking about just Lucci and Kaku with Haki or are the original members now back and joined CP0 as well. I always wonder how Jabra and others are doing since they were all on the run prior by Spandam trying to enforce blame on them, but it seems things got resolve now here.

The information regarding CP9 seems rather ... interesting, surprising and weird at the same time as it's us, readers, who are left to make our own decision and interpretation of what we just read about them. And yes, I am talking about that Haki thing. Let's summarize it.

What do we know:

- Lucci has appeared in 2 vivrecards, so far only Sabo and Strawhats had this honor. (This is more of a notable mention, really.)
- Lucci's first vivrecard appearance states that he learned to use Haki during the Timeskip (EDIT: It actually states he mastered it, not just learned).
- This vivrecard states that all CP9 members are proficient in Kenbu and Buso Haki.
- This vivrecard's information should be appliable to when it happened in the story/to when we first met those characters.

By this logic, some would deduce out CP9 members had Haki back then when they were introduced in Water 7 arc and Enies Lobby arc. I do agree and I do disagree. I do agree that they had Haki. The thing is, while I think they had Haki, I only think they awakened it but weren't proficient users of it. That would leave them with Haki but unable to use it/control it. And all of them mastered it during Timeskip in my opinion. I am not sure if I can say all of them as we're still waiting for Oda to confirm whether they are actually dead or alive.

I would use Luffy as an example about CP9 and Haki. Look at Luffy pre-TS. Was he a Haki user? No. But did he have Haki? Yes, he did and he used Haoshoku (which is counted as another type of Haki just like Buso and Kenbu) in Marineford even though it was not willingly used. Therefore he had no control over his Haki and couldn't be considered a Haki user but at this point I could already say he had Haki because he awakened it at least. That's how I think it is. But still it's weird, that's what I will go with.

On another note, regarding CP9, I'd rather hear different things about them. After Enies Lobby, we saw the cover story that was devoted to CP9 group, a story how they made money for Lucci's treatment. But now we see Lucci in CP0 (we also saw Kaku and Spandam, so these three are pretty much alive) as cold as ever. What could have possibly happened to the rest of the team? I'd like to see them. Where are they at? What are they doing? Will we see them in the story yet?

Last but not least, next Vivrecard should include Thriller Bark arc and Minks. I am looking forward to one thing even though I expect Oda to leave me hanging on this one. What was the huge mysterious shadow at the end of Thriller Bark arc? Friend of mine heard a theory it's Zunisha, so Oda could connect it together in this following Vivrecard ... guess we will see in a month's time.

For example, if I recall correctly, Jabra could not move while using Tekkai (Iron Body), not sure I have it right but I think it was like that when he fought Sanji. Now is that a normal side effect for Haki users? They also had Kamie (Paper Body) which to some extent could be interpreted as Kenbu but it wasn't Kenbu.

Jabra was the only one who could move while using Tekkai, you got the rest correct.
I think Rokushiki techniques have nothing to do with Haki and CP9 members got Haki after the defeat from SHs as they have shown nothing Haki-like.

Observation is harder to detect, unless the character was utterly calm. I think Lucci used it a few times in the storage room fighting Luffy, effortlessly dodging attacks with the assistance of Kamei. It seemed just so... fluid and choreographed, even in the manga itself. In anime it was clear he was nowhere near getting touched, and caught Luffy's punches easily. Only Observation is so precise when it comes to catching Luffy's blows while using Gatling techniques, if I recall. But just because he had Observation didn't mean he was always using it. He got perturbed when Franky arrived, and may have mentally lost his cool at any point. Luffy constantly getting up again and again progressively irritated and then even rattled Lucci later on, so obviously there was no Observation then.

With Armament, it's hard to say given their access to Tekkai. Could be they had all initially awakened, but had no clue how to apply it in a direct fashion.

So yea, agreeing with llaubacher. They had it, but they weren't trained in it.

Why wouldn't the CP9 have Haki? It's clearly a form of fighting the WG uses. We know that people who are not the strongest (i.e. Skypeia, Kuja) can use it.

Why wouldn't the CP9 have Haki? It's clearly a form of fighting the WG uses. We know that people who are not the strongest (i.e. Skypeia, Kuja) can use it.
because oda only thought the concept of haki after thriller bark arc
but yeah i understand what you mean, it's weird how a special agent of WG never use haki especially since they have been training since childhood
as always, haki destroys the writing on one piece

Haki has always been there. Shanks scared a sea king in the first chapter. The people of Skypeia could predict attacks. Garp punches could hit Luffy. And Blackbeard used the word Haki since Jaya arc.

What Skypiea and Kuja warriors can use has no relevance to what the WG uses. Would be like saying the WG can use Geppou, therefore the Kuja should be able to do so.

Haki is not a form of fighting the WG uses, it's a power that anyone can use assuming they've unlocked it or shown potential to use as Rayleigh implied.

Everyone has Haki, but not everyone is capable of exercising it or realising they have such powers innate. The CP9 were not Haki users pre-skip. They developed it only after the time-skip.



Haki is something that usually takes years to learn, for people to learn it within a year or 2 shows they're pretty much geniuses. As the Vivre card states, they learnt it after the Time-skip, not before.

It wouldn't make sense that the CP9 were Haki users, but never used it. Simply means they never had it at that point in time.

Irrelevant since movies are non canon. Zephyr was supposed to be the mentor of all the current admirals, yet he got defeated by pre Gear Luffy.
Shiki was Roger's legendary rival, defeated by pre-skip Luffy.
Bullet could be said to be as strong as all Yonko and Admirals combined, and Luffy would still beat him in that movie, with techniques that couldn't even scratch any of those above in the Manga.
