Its entirely possible that that director already put a proposal forward but couldn't get it green lit. Its usually true that most directors and even producers have some projects that they want to do but are unable to find sponsors. Samon was pushed heavily along side Black Clover, Kimetsu etc but it didn't perform.

Black Clover was indeed pushed to an even greater extent than Kimetsu but Kimetsu, after it started consistently getting top questionnaire results and slowly increased volume sales, was pushed alongside Black Clover in the "New Order" campaign alongside Samon and Yuragi. The difference between Samon and the other three is that the other three were able to raise their volume sales to at least 100k (even if after it fell off of the top 50). Samon stayed in the 30k peak and even dropped.

My honest belief though is that in this age, series have to be pushed almost unbelievably hard in order to even make a small boost in sales or overall popularity. While Jump definitely wants another AssClass, those are literally one in a 100 series type of series. For "regular" series, this type of pushing is necessary.

Only One Piece can be seriously considered in this question and I think that although there are many candidates one that was remarkable for me was Pudding because she also gets the award for best actress of Jump. I was already singing my love for her and she does this:

I like the kind of villain that pretends to be good to stab you in the back, it is the worst kind of villain. She was also well constructed with all the plot that everybody considered her ugly because of her third eye and them Sanji comes with surprising words for her. I'm curious about her future after this.

Not sure if this counts as a Jump villain but Funny Valentine is easily one of my favorite villains from JJBA.

Hisoka and Toguro a ton of fun to watch.

Stain left quite a impression on me for just being an arc villain.

It's a tie between these 3 for me.
Jack the Drought doesn't play any strategic games or has some goal in his mind, only his orders to capture Raizo. He doesn't care if to reach that goal he has to erase a whole race.
NEO became the villain without even trying to be one. It was just eating everything and in this way became the biggest villain in 2 of Toriko's universes.
All For One just wants to be the ultimate evil ruler as much as everyone else wants to be a hero. His dream is to be the villain of the story.
