I honestly believe they left WITHOUT a No.4 and WITHOUT a No.2.

And that No.4 originally belonged to Tokugawa or Irie but neither of them were interested.
Oni and Irie decided to stay behind and strengthen the Camp, likely after hearing that MSers would join the camp.
