what i mean when i ask this. is not whose the strongest but whose the best in a fight.
for example shikimaru is not that powerfull but he makes great plans that his oponents dont expecte and thats how he wins his battles. so think befor you answer cause i dont want to hear naruto because the show is named after him or kakashi because his cute ok girls. however if you do think naruto give me a better reason. thank u
