Who has more authority under Zahard's empire? Adori Zahard or Molic One P. GR?

We know that Adori Zahard is the Commander-in-Chief of Zahard's Army as well as the captain of Zahard's Royal Guards

Molic One is the being who actually rules the Tower when zahard in inactive. His influence is comparable to the 10 Great Family Heads

So between them , who has higher authority?

Although the government and the army are not in the same scope, it seems to me that Adori has more authority in the Zahard empire.

Adori is the number one princess of Zahard family. In other words, she is second only to Zahard.

Molic should only be considered a person working for the empire. In terms of the entire tower, Molic may have more influence than her.
But in the Zahard Empire, the princess clearly had the upper hand.

And by the way, looks like Zahard Empire included 10 families, so Im not sure Molic is more authority than 10 family heads.

I guess Adori deals with military affairs while Molic deal with the rest. But Adori, as a Zahard Princess can veto anything he decides.

On other hand in tower power is the only true authority and Adori is much stronger while being a highest military rank in Zahard empire. So unless it's a direct order from Zahard himself Adori can do whatever she wants to.

She already disregard their orders.

end of season 2, the administration decided on doing the Hell Train order out of the 3 orders. Adori disregarded that and plans to fulfill all 3 orders instead. This is the case in which they tried to hide the order but it still got to Adori’s hands.

She has to obey the currently ruling lord, but no one besides Zahard can force her to obey. So Adori can easily ignore orders of the ruling lord and do whatever she thinks is better for empire and only Zahard can punish her for her actions.

I suppose it'd be molic assuming he still exists. If he rules the empire while zahard is inactive then that would make him adori's boss.

While Adori is the Head of the militia
If we applied the real world rules
The prime minister is above the head of the army.
