Although Law saved Luffy, he never challenged the Marines or the World Government like Luffy did, as far as I know. He also didn't take out so many shichibukai and made the government look weak. The Strawhat Pirates have done ridiculous things that I don't think any pirate has done, including making the World Government continuously look weak. Though, Jinbei did do that, but having him as shichibukai also made the fishmen less likely to attack the World Government.

Even if they are forgiven for the Enies Lobby events and beating the shichibukai, I doubt they'll be forgiven for hurting and assumed kidnapping of the Tenryuubito.

I dont think thats a requirement. I think they recruit strong pirates who can help them in some way. Like you said, against the Yonkou.
but then again it wouldn't be clever, considering that the loyality towards their current captain might be greater then towards the WG.

As for Brook (despite that he would be too weak in my opinion): He was a STAR. A musican with fans all over the world and he showed his loyality towards Luffy with his last concert.

Nami: If they investigate about her, i think they could draw a connection between Arlong ruling over her hometown, Luffy beating him, Nami joining his crew....

Chopper: He got a bounty of 50 berry (though i doubt that it's his real strength^^)

As the son of Dragon, Luffy will never be offered a Shichibukai position. The government wants him dead, not as an ally. Akainu views him as a global threat, similar to Ace, son of Roger.

Luffy has also committed the heinous act of embarrassing the government on multiple occasions. He embarrassed the government by defeating Crocodile, then he infiltrated Enes Lobby, survived a Buster Call, defeated Gecko Moriah, escaped Kizaru at Sabaody, infiltrated Impel down, lead a jailbreak, and survived the war after fighting against the Marine. That is not to mention the fact that he committed the unpardonable crime of striking a Tenryuubito. While Law also took part in the war he is an incredibly poor comparison as he is not the son of the world's most wanted criminal. To imagine Luffy being offered the post of Shichibukai would be to ignore the story, plain and simple. Nor would it be within Luffy's persona to accept such an offer. Accepting such a post would make him a subordinate of the government when Luffy quite clearly takes orders from no man.

Luffy being offered the position of Shichibukai would contradict all prior events of the manga. Accepting would require Luffy's very personality to be invalidated. For those seeking an argument to the contrary, the alliance with Law would be a horrible counter example. Luffy has quite clearly established himself as the leader of the alliance, already forcing Law to do his bidding. Law had no interest in saving the children, preferring instead to initiate his plan. Luffy made it quite clear this was unacceptable, that freeing the children came before Law's plan. Law had no choice but to consent, following Luffy's orders.

I agree with you to the point that luffy isn´t ever gonna get an offer for a position as shichi, but if I remember correctly, Ace was offered a position. But I think he just got an invitation because he had a logia. I dont think the marines knew who Ace was at that time or maybe they did?

The Marines didn't know at the time who he was, I think, other than Garp. I think Sengoku had a feeling that Ace was related to Roger because of how fast Ace progressed since he started. He was pretty strong, which was one of the reasons why he was offered the shichibukai position.

Though I think being the son of Roger wouldn't have hurt him if he did join as shichibukai, as the Marine could brag about how they have the son of Roger working for them or at least, under them.

I was just thinking about that but it really is hard to tell whether they knew. I would find it rather strange if they didn't know though, they usually get their hands on information pretty quickly. Would they offer the position without having their fact straight? At least they would know rogue was his mom consider that would be easily verifiable. While I agree in that luffy will never accept the position I think the whole being offered a position is a different deal entirely. Luffy would make for a remarkably fearful shichibukai after all, his previous actions would see to that. Perhaps they could even go for a "the world government would rather become his ally than deal with him" angle.

Even if being offered the position would somehow contradict manga events that is exactly what being a shichibukai is about. You lend your services to the government in order to have your crimes erased. Shichibukai are pirates after all. Jinbe fought the marines on a daily basis, mihawk was shanks rival, flamingo controls the underworld, the kuja are actively pirating even when they have the title, kuma was known to be a ruthless pirate at some point and moria apparently went up against a yonko. Buggy (who has been mildly implied to be a shichibukai) was roger's former crewmate, best friends with shanks (as far as everyone knows) and took part in the wreckage of ID and marineford and he was still offered the position. If luffy is not offered the position then it is more likely to be because he would be uncontrollable even by shichibukai standards IMO.

It wont happen because the government is always going to see Luffy as an enemy. He's too strong, influential and uncontrollable, he'd never become their dog, ally himself with them or do anything that would make them change their mind, and he's a D and son of Dragon, so they'd always want him dead. If its like that, then none of Luffy's crew will ever get offered a position either, even though both Zoro and Sanji, perhaps even Robin, could all become strong enough for the position.

Anyway, it seems fame, or rather infamy, is just as important as strength, so Zoro is most likely of Luffy's crew, but as I said, as long as Luffy is an enemy of the World Government, so are the Straw Hats.

As far as we have seen none of the shichibukai are actually dogs. Most of them do not even cooperate with the government and can barely be bothered to even pay attention to it. Luffy is without a doubt strong but I doubt he is "too strong" for the world government to have him as a shichibukai. At the time he would seem to be even with jinbe and perhaps still weaker than the likes of hancock, kuma and mihawk. I doubt being uncontrollable would be an issue for the world government though. Its not like any of the other shichibukai are precisely cuddly or anything.
