I see your point, but you are talking about already finished series. You are comparing series that already had their opportunity to show their potential, and series who are still young and are going to run for years to come.Indeed. But it's not only Naruto... And here we go with more facts...
These are ALL shonen jump manga (maybe with the exception of D. Gray Man, Kinikkuman, Jojo and others since they moved to another magazine(s) ) that sold MORE than 20 million copies since the 70s:

Haikyuu is the oldest of them and is just 4 years old and I think it already surpassed 10 million? I'm not sure.
How many series from those listed reached 20 million in their first 4 years? They reached 20 million in a few years or took decades to achieve it (like Kochikame). There is a lot of parameters to consider... If a series runs forever, it will reach 20 million eventually, but it doesn't mean it was a huge success.
Also, it is another era... Mangas are selling less they once sold... One Piece is selling less, everything is selling less, so it became harder to reach the sales from the past.
