Again, its very possible for a studio to just state they will take a break since its theirs and the network's budget. Gintama has done this multiple times despite being a long running show for years and this was under TV Tokyo's network, the same as Naruto and Bleach. A studio and/or network might want to put out fillers because its still income and ratings for them. Naruto fillers still did better than most other anime out there when it came to ratings.But the way it works is that they keep getting hired to do more episodes, right? So Pierrot might choose where to place filler and whether to even do that or go the One Piece route, but if the contract says they have to keep putting out one episode every week even if they're extremely close to the manga, then it's not really just their decision. At the very least they can't just take a break of their own volition.
The only time they wont really have a choice is when they have nothing else to replace it, even temporarily.
