Everything about him oozes charisma. From the design, to the devil fruit, to the backstory.
The problem is that Dressrosa is honestly one of the worst arcs in the story.

Heh, I think Dofla was too arrogant for his own good. I found him more charismatic pre TS.

DD is a cool guy though. He ain't the strongest, but he's what most pirates should aspire to be.

The problem is that Dressrosa is honestly one of the worst arcs in the story.

See, I gotta be honest... I don't think I was able to separate him from his terrible arc. I do think he's a really well written villain, but because I disliked the way Dressrosa played out so much, I didn't even put him on my list. I think Blackbeard and (especially) Crocodile both are more consistent in quality through the series, as far as villains go.
