Ground Rules for the Power Level Discussion Thread

As always, please follow the guidelines set by the Forum Rules that apply across the board.

It's important that discussions from a current chapter are spoiler tagged until 24h have passed from an english release.

  • For the sake of constructive discussion, where and when possible please quote/ source any information you provide. Particularly when it comes to conversations carried over from other threads.
  • Avoid passive agressive posts, sly remarks or baiting/trolling. You can certainly have fun or disagree without it being at someone's expense.
  • Only use anime examples that are canon and as means to provide clarity to pages in the manga. Any other anime material is otherwise non-canon and should only be referenced if it can be proved that the mangaka had approved it.
  • We will strive to avoid repetitive discussions and any extensive battle topics will be guided to the Davy Back fight to existing threads or new ones can be made there.

Makes sense; the top tiers treat Marco with respect in regard to his power, the same kind of respect we haven't seen King or Katakuri receive. Even a completely neutered WB pirates were still considered threats when it came down to taking down Teach.
And now we know it's possible aokiji was a BB pirate during the Payback War. The remnants of the WB Pirates had no shot at winning if that's the case

Yeah, I'm more so referring to when the Gorosei was gassing up the WB remnants. Looking back at it, WB pirates had no chance, but the fact they were placed in the same conversation as other fully healthy Yonko crews was impressive.

Yeah, I'm more so referring to when the Gorosei was gassing up the WB remnants. Looking back at it, WB pirates had no chance, but the fact they were placed in the same conversation as other fully healthy Yonko crews was impressive.

But... didn't we saw a talk between burgues and BB about this? IIRC the implication was that burgers at the time didn't trust aokiji joining. The conversation there made it sound like aokiji becoming a titanic captain happened near the dressrosa arc. I suppose aokiji's affiliation to the BB pirates could have happened earlier than that and what was more recent is his promotion to titanic captain....

He joined a year ago in my opinion. Same time as the Payback War happened. We just don't know before or after. In that the timeliness is clear

The Whitebeard Pirates including Marco were not just treated with respect because of their power, they were treated with respect because they basically EARNED it from every faction in the world. They were the linchpin holding together the entire previous age of piracy, and everyone knew it. Big Mom and Kaidou mostly just holed up in their little territories, rarely directly interacting with the outside world. Most people in the world have probably never even heard of Katakuri or King, but Marco was definitely a household name because of just how much work Whitebeard did to affect the world.

Shit, the only instance we have of Kaidou and his Calamities being 'out of town' was solely to make Ace's adventure there plausible. We don't even know what they were doing outside of Wano besides "letting this flashback with Ace and Yamato happen".

Big Mom believes *everyone* to be garbage whereas Kaidou gives respect where he feels it due. The deference she gives Katakuri is high praise, scaled to how she treats basically everyone else in the world. Kaidou and King were human-experiment jail buddies, of course they'd have a close bond.

Katakuri is still treated like garbage by big mom, something which she just didn't do with marco. Katakuri being treated technically better than the rest of her crew is a non issue here.

To me this is a bit of a relatively recent conclusion. I did use to think there was some parity between yonko's top 3 commanders. But the past 100 chapters just don't support that. Just the fact that big mom treated katakuri as his character deserves, lower than garbage, while treating marco with actual respect speaks volumes. Marco repelled and gave pause to kizaru... Jozu held out against aokiji until he got distracted (rookie mistake but still). Vista held his own against mihawk, who today is basically a yonko. Aramaki pretty much waltz into udon and owned everyone there. Which is fucking impressive even if kaido's lieuthenants weren't fully recovered. Aokiji waltz into WCI and froze everyone, including cracker and probably katakuri as well (unless he got knocked out by oven which is even sadder).

Overall it is worth noting that yonko crews likely were roughly equal in overall power but their power was probably spread differently. WB had many commanders who seem strong by the standards of what big mom and kaido had but he didn't have as numerous a crew as big mom or kaido. kaido's executives seemed relatively lackluster but he had 500 smile users and his total numbers added up to an impressive 30k. And perhaps also had the best weapon arsenal of any yonko. Big mom had more impressive executivesthan kaido (though kaido's calamities seemed more impressive than big mom's sweet commanders by a decent margin) and on top of that she had most of her children were skilled to some capacity and had an impressive array of fighters and rooks. While not being as top heavy as kaido's or wb's crew big mom just had a lot more fighters that were worth mentioning than anyone so far. Shank's power definitely seems to be top heavy while all of his commanders seem outstanding. At least compared to tobiropo (who seem really lackluster) and kaido's nameless headliners.
It was WB's top commanders that made me believe they were equal to or close to Admiral level. Thus believing the rest of the Yonko Commanders were gonna be close to Admiral level.
Not only that but Doffy not being afraid of fighting Fuji and even Aokiji.
Then Jack's crazy feat of fighting Fuji, Sengoku, and other VAs to rescue Doffy.

All in all, the YCs were hyped up to be close to Admiral level.
So it left a bad taste in my mouth when GB walked all over King and Queen. Oda didn't have to do that.

A lot of the confusion regarding admiral power level, Mihawk power level, etc. would start making sense once people drop the headcanon that commanders in all Yonko crews are comparable.

The manga outright told us that Whitebeard has the strongest pirate force in the world. His overall crew is canonically the strongest, period. (IMO RHP have strongest commanders, but weak fleet, so overall WBP are still strongest)

- Marco fought Kizaru for an extended duration, matched an attack from angry Akainu (intended to kill Luffy). In Wano, he fought BM alone for almost as long as scabbards vs Kaido, and came out of it unscathed. Then went onto fight King + Queen for a some time, while healing up the entire floor.
- Jozu fought Aokiji for an extended duration. In contrast, Aokiji casually no diff'd multiple Blackbeard commanders, no diff'd Cracker + multiple BMP.
- Vista fought Mihawk for some time, with Mihawk showing respect for him
- Ace is at least a tier above Jinbe, since rookie Ace stalemated Jinbe
- Thatch was stronger than rookie Ace, and by extension Jinbe
- 11 tobiroppo/yonko-exectuive tier characters as commanders 6-16. And if we are to go by Izo, who is demonstrably a cut above Drake, WB commanders 6-16 are stronger than the executives of Kaido and BM.
- captains who made a name for themselves, such as: Squardo, Whitey Bay, Oars Jr etc

The only reason "balance" existed was not because all Yonko crews were comparable in power, but because:
1. Whitebeard allowed others to share his era. It was pretty well accepted that WB was the king of the seas and defacto PK
2. Yonko crews, while not equal, were still powerful enough to be a deterrent to each other.


A Luffy who "tied" with Katakuri, was casually one shot by base Kaido. I have Katakuri above pre Udon Luffy, but still they are in same tier.
This guy and Marco are not in the same tier, just no. Even if the one shot itself may possibly have been a hyperbole from Oda, the narrative clearly was that pre Udon Luffy was nothing more than an insect to Kaido. Hence the "what changes after I crushed him in Kuri?"


Look at Jozu, and compare that to Cracker or Blackbeard commanders.
Jozu is a physical monster with solid combat stats and arguably the best defence in the series. He was constantly overwhelming post retcon Crocodile, with Crocodile finding no room to counter attack due to Jozu's speed/CQC and power.
Jozu could fight Aokiji for an extended duration, until he was off guard. In contrast, Aokiji is neg diff'ing Blackbeard commanders and Cracker. Can't even use "admirals held back due to home turf" excuse here - yes that is true, but as we are seeing now, Aokiji can easily deal with lower end commander level fighters without resulting in high AOE/mass destruction.

I have characters like Jozu and Vista overall somewhere between Queen and King. Probably closer to King than to Queen.


Regarding beast pirates getting rolled by Greenbull, I'd at least partly attribute that to them being nerfed + Greenbull being a bad matchup (GB bypasses durability, which is the main attribute of beast pirates).
Queen was already rolled by a nerfed Big Mom, so I think GB would've rolled him regardless. But I think a fresh King would've put a low-mid diff instead of getting rolled, given how he dominated rooftop Zoro.

Nah, it's definitely not the case that WB "shared" his age or anything like that. Each yonko crew definitely earned their spot in the world through sheer strength. Consider the assets each yonko crew has had....

WB pirates: Whitebeard, 14-16 commanders, 100 crewmembers per division, 50-ish affiliated piratec crews, crewmembers of affiliated crews.

Beast pirates: Kaido, 3 calamities, 6 tobiropo, at least 16 headliners though there's probably way more than that, 500 gifters, thousands upon thousands of pleasures and waiters, 10 numbers.

Big mom pirates: Big mom, 3 sweet commanders, at least 5 officers of noteworthy power (perospero, snack, oven, daifuku, compote), almost 70 other kids who have varying degrees of relevance (at least some were regarded as dangerous by bege), then rook,s bishops and knights (some of which had bounties in the hundreds of millions), thousands opon thousands of soldiers including homies.

To me that seems relatively balanced. Even a substantial part of kaido's army was ultimately taken out by a large force of sulong mink...If anything this seems somewhat skewed towards the big mom pirates. WB's top commanders and the calamities seem more dangerous than the sweet commanders in general but big mom has has a kinda crazy amount of executives types when considering her more relevant children along with her rooks and bishops...

Something funny about this... WB's had his Commanders since they were kids and regularly fought the seasoned Roger Pirates.

Either Roger's crew went easy on the kids or the WB Commanders were monsters as children even.

Seeing as how Ray stopped Marco with a finger, I think it's the former

But no single yonko crew strength is solely the sum of it's executives. In terms of sheer numbers WB was simply inferior to kaido and big mom. And with a good marging at that. Even if each crew affiliated to WB had 100 people his forces don't amount to even 7000. Contrary to kaido's 30000 and big mom's seemingly endless forces.

Kaido's headliners were not exactly a joke either, even zoro acknowledged that mid raid. The series constantly stresses the importance of military might and kaido and big mom definitely had that. I maintain that kaido's army pretty much cancelling out with a sulong army, which is incredibly absurd, speaks volumes of the sheer might of kaido's forces. Let alone that kaido probably has spent decades building a massive stockpile of weapons.

And big mom's crew remains absurd. At least 70 kids and outside of that rooks, knights and bishops some of whom were people with bounties above 300 mil. Pekoms, tamago, bege (at a point), probably more people we simply haven't seen.

In the scenario crews fight this isn't a match between executives. This is the WB's pirates roughly 7000 members vs kaido's 30000 vs big mom's kingdom vs whatever it is shanks has going for him. I would argue there is actual parity here and if its crew to crew I would actually give big mom an edge because of her 70 relevant kids with insanely varied skillset and her allied pirate crews which she marries into the family.

I think the situation is more along the lines of there being a generational shift over the life of the WB pirates. The leading executives during the war were Marco, jozu and vista. But as we saw during the flashback there's no way marco and jozu had leading positions at the time they fought the roger pirates, they were children. WB's "old guard" if you will was probably oden, fossa, vista, blemheim, rakuyo.. It's kinda hard to imagine who in the WB pirates could have faced raileigh. I suppose WB's pirates do appear to have more members, it's not like someone there had to solo raileigh, specially considering that peak raileigh is potentially a yonko level fighter. He mastered every advanced form of haki and it seems almost weird that he wouldn't have learned cladding at his peak. I wonder if cladding is the first thing to go after old age deteriorates your body enough. As in, it becomes too much for your body to handle.

I would argue there is actual parity here and if its crew to crew I would actually give big mom an edge because of her 70 relevant kids with insanely varied skillset and her allied pirate crews which she marries into the family.

I think the situation is more along the lines of there being a generational shift over the life of the WB pirates. The leading executives during the war were Marco, jozu and vista. But as we saw during the flashback there's no way marco and jozu had leading positions at the time they fought the roger pirates, they were children. WB's "old guard" if you will was probably oden, fossa, vista, blemheim, rakuyo.. It's kinda hard to imagine who in the WB pirates could have faced raileigh. I suppose WB's pirates do appear to have more members, it's not like someone there had to solo raileigh, specially considering that peak raileigh is potentially a yonko level fighter. He mastered every advanced form of haki and it seems almost weird that he wouldn't have learned cladding at his peak. I wonder if cladding is the first thing to go after old age deteriorates your body enough. As in, it becomes too much for your body to handle.
That actually makes alot of sense. As in your old body can't handle the strain

Hmmm, doflamingo seemed pretty afraid of fighting aokiji and fujitora. Looking back, odds are that aokiji refrained from further engaging doflamingo to avoid a war between Kaido and bb.
Doffy was not afraid to fight Fuji. But he wasn't stronger than him at all. Doffy was more scared of dealing with Kaido than the Admirals. Aokiji told him to stop yet he continued to attack Smoker. Doffy did back down from Aokiji in the end but im sure Doffy would have not tried that with Kaido.
I don't think Aokiji was with BB at that time and I don't think that was reason he avoided to engage further with Doffy.

I think Aokiji officially joined the BBP until Dressrosa. It seems he was still riding solo up until Punk Hazard. I doubt Aokiji said Yes to BB right away a year ago. Even Aokiji himself said he could not be won that easily.
So my thoughts is that Aokiji joined the BBP during Dressrosa and had no participation during the Payback War. That was probably when Akainu and Aokiji fought so either, Aokij was still Navy or he was healing his wounds.

I think the BBP would have still outmatched the WBP with Marcos as captain, as they were probably still weakened.
The WBP had lost WB, Ace, Thatch, and Jozu had lost an arm.
While the BBP had gained powerful members and a Quake DF. Let's assume that BB had yet to begin his DF hunt and that the ID members had those powers originally prior to their imprisonment, like Devon, Pizarro, Wolf, and Vasco. Minus Shiryu of course.

Even then the WBP only have Marcos, Vista, Jozu, Izo, and a few other commanders. So realistically one YC1+, 2 YC2/YC1 (Vista and Jozu) and the rest Yonko Executives (Flying 6 level)
While the BBP had BB who was high YC1+ , Shiryu YC1 (maybe), and the rest of the ID prisoners I would say were YC3 and above at least.

You are looking at WB's crew strength solely by executives which I would argue will lead you to wrong conclusions. Sure, executive to executive WB definitely had an edge. But no single yonko crew strength is solely the sum of it's executives. In terms of sheer numbers WB was simply inferior to kaido and big mom. And with a good marging at that. Even if each crew affiliated to WB had 100 people his forces don't amount to even 7000. Contrary to kaido's 30000 and big mom's seemingly endless forces.

Kaido's headliners were not exactly a joke either, even zoro acknowledged that mid raid. The series constantly stresses the importance of military might and kaido and big mom definitely had that. The numbers are kinda important, but not as much as you are making it out to be.
Commanders are characters who are portrayed to be capable of taking down armies with ease, they can take down your average countries in OP solo.

The headliners are a minor trouble at most. I don't count characters like Hawkins or Apoo in this of course, they are basically Tobiroppo tiers that didn't make it probably because Oda wanted Tobiroppo to be thematically all ancient zoans.
As for the rest, they are characters like the Holdem who are one shot material to pre Udon base Luffy. Complete fodder.
Yeah, they are annoying when facing back to back in CQC because of the numbers, but really all Zoro needed at that point was a charged dragon twister and they all get one shot from that attack. Problem likely was that the attack has high AOE and probably would take out some allies as collateral damage.

I don't think it is a stretch to suggest that any of Kaido's commanders could solo all of the headliners. The same would be true for any of the top 5 Whitebeard commanders too.
To see what would happen to headliners and the thousands of fodder, this would probably be an accurate representation:

Something funny about this... WB's had his Commanders since they were kids and regularly fought the seasoned Roger Pirates.

Either Roger's crew went easy on the kids or the WB Commanders were monsters as children even.

Seeing as how Ray stopped Marco with a finger, I think it's the former

Your idea only works if you ignore the entirety of the plot and context of the story and then some. Sure, there are characters that can take down armies. But that doesn't mean the yonko's strength is solely their executives. it's a big chunk to be sure but most of the plot around the new world saga is literally built on yonko trying to beef up their militias. Punk hazard was making smiles for kaido and caesar "sold" giants to big mom. Doflamingo was an arms trader who also sold smiles to kaido in collaboration with caesar. Kaido's goal was to have a crew made out of entirely of devil fruit users. In this case basically have every waiter turn into a smile user. Aside from that, part of the reason he took over wano was to turn the country into a weapon factory. Weapons for whom? his 30k crew of course. The WCI arc was triggered by and revolved mostly around the vinsmoke's cloning technology. Because it would give big mom, go figure, a strong military. The vinsmoke siblings were outmatched and outnumbered by big mom's top exectuves without even considering the sweet commanders. And yet they managed to put up a fight against big mom and her armies and ultimately escaped pretty much because the vinsmokes had a competent military. What you are suggesting is simply wrong, kaido's crew having 30k people and big mom's having her however many tens of thousands of people are literally what the new world saga is built on. it's literally what makes their monster crews distinct and enormously more powerful than what roger and WB had 30 years ago.

I think Oda has made it clear at this point that quality of a fighting force is much more important than the quantity. Even during the Onigashima battle CP0 constantly pointed out the loss of all their forces (most of their soldiers, all the executives, and calamities had lost) was meaningless since as long as BM and Kaido stood numbers meant nothing. The very reason the Samurai forces did well despite the large numerical advantage is that they were a higher average fighting force.

At this point in the story most battles have been won by the side that had lower raw numbers but higher quality fighters. So in the case of WB even though his raw numbers are low they still were strong enough to take on 100k of the Marine's elite soldiers. That is far higher than anything Kaido or Big Mom could muster. There is no question in a 1v1 Yonko fight, the WB pirates would have mid-diffed either the Beast Pirates or BM Pirates.

Yes, quantity matters too, but at some point fodders stop making a difference.

Quite baffling to me that dudes don't get it.
Fodders are seconds away from being taken out in a sweep by commanders. Especially if you have AOE like like King, Ace, Katakuri etc, they are nothing. Ace took down several fodders and their ships in a second.
Jozu could lift up a mountain and throw, there goes half the fodder.

Fodders played a big role in Wano to begin with, only because the "good guys" were in a weaker position to begin with.
Kaido's commanders and executives were of higher quality, at least in the beginning. Like, Zoro/Sanji needed powerups to beat King/Queen.

Peak WBP had:
- 5 commanders (6 if you wanna count pre DF Blackbeard), while Kaido and BM had 3. And on top of numerical advantage WBP commanders were also stronger on overage
- 11 executive level fighters in commanders 6-16; while Kaido and BM had like 7. With a likely higher average power on top of numerical advantage
- more hyped subordinate captains

Peak WBP would mid diff Big Mom Pirates, and mid-high diff Beast Pirates

What I am saying is not that fodders are completely irrelevant.

What I am saying is that, they can play a crucial role only if there are high level fighters on their side, keeping the high level fighters on the opposite side occupied.

Look at Marineford.
While WB commanders obviously would've lost, they were powerful enough to hold their own against the admirals. If Marco/Jozu/Vista weren't there, admirals would've dogwalked the WBP, because the lower end commanders can't hold their own.

What happened there was, WB and top 3 commanders, mainly Marco and Jozu fought the admirals. The commanders 6-16 and allied captains fought the vice admirals. Fodders fought fodders.
You see the point?

Now let's look at say WBP vs BMP hypothetical.
- WB fights BM
- 3 top commanders of WB fight Kata/Smoothie/Cracker
- 6/7 amongst 11 lower commanders fight 6/7 executives of BMP
- allied captains fight each other

In all these scenarios, WBP has the advantage (since we both agree WB has the higher quality/average power level). ALONG WITH 2 more top commanders and 4-5 more lesser commanders left free to cause absolute destruction on the BMP fodders.

WBP 30 years ago were a bunch of kids, with Oden who didn't reach his prime (didn't know advanced conqueror's haki) and maybe a few executive level characters. Of course they get packed up by BMP or BP.

Roger pirates on the other hand would pack up BMP, and also Beast Pirates but with more difficulty.

People don't remember how much of a threat Big Mom was to her crew, when she was going on a rampage without even her full mental faculty. It was implied that she alone may possibly be a match for the entire BMP. And this is Big Mom, who is amongst the lower end of top tiers.

Roger Pirates have Roger and Rayleigh. Roger is amongst the strongest characters ever; and given what we know of Rayleigh, he is a solid Yonko level fighter who is for sure stronger than Big Mom or at bare minimum is as strong as her. I have prime Rayleigh ~ Shanks.
Rayleigh alone may take on the rest of BMP, while Roger takes down Big Mom solo. And this isn't even considering others like Scopper and that fish guy. Scopper has special portrayal as Roger pirates 3rd strongest, he is an "in-betweener"/YC1+ at bare minimum. The fish guy is probably the Jinbe of Roger pirates, and likely a commander tier.

We know Luffy's crew is parallel to Roger's crew and Shanks' (main) crew. Small, but very reliable crewmates.
If that is the case, Roger's crew even apart from the 4 I mentioned, are likely many strong executive level characters at least.


Roger takes on Kaido/BM.
His crewmates take on the their crew and destroys them.

The only Yonko crew I can see being a match for Roger pirates would be WBP or RHP.

Now that this army talk has been brought up.....Why did none of the CoC users use it to knock out fodder?
Cause of plot lol.

Oda confirmed that Shanks or Rayleigh would've knocked out every single fishman pirate with their conqueror's haki. All 100,000 of them.
Basic conqueror's haki is the most efficient fodder control, especially if from top tiers.

We saw the newer crewmembers in Shanks' main crew (i.e these are supposed to be the strong ones) getting KO'd by Shanks' conqueror's haki, which wasn't even directed at them.
 
Top
