I don't know anything about this specifically, but it wouldn't surprise me if he's doing online autographs due to covid-19.

Take it with a grain of salt, but from what i get, it says basically he wants to do some online autograph event, i guess (like those we see in various comics/animes events, i think but instead, he will be doing this online), so people who can't attend due to distance or wtv, can take part of it. But he says he s not too talkative, so he will likely just be filmed drawing. but nothing is decided yet, hes just thinking about it.

Yes, seemingly everyone may attend if he does it, but no idea how he will organize this, but its a nice initiative.
