Because of Law and Bonney. Since they play big roles in their pasts, if they weren’t there in their pasts, then their motivations for doing certain things would have been different.How so?
Doflamingo is a mix of domingo and flamingo, which implies him being a "god" was planned from the beggining. There were also many clues about his connection with the underworld, etc.
Kuma is based on Schwarzenegger, with a crosshair-shaped symbol on his clothing. So it's clear he was always intended to be a cyborg. He also carried a bible, which has only been explained recently.

Agreed.Law and Bonney could've easily been introduced as arc specific characters ala Wiper and Rebecca and nothing would've changed in the grand scheme for Doffy or Kuma. Their early addition make for great world building and, in Bonney's case, contributed to the build up of one of the most emotionally impactful backstories in the series, but we didn't really need them to get the actual important story beats linked with those two Shichibukai. Take out Law and we still learn that Doffy is a Celestial Dragon, he's selling weapons to Kaido, and his fall leads to the dissolution of the Shichibukai. Take out Bonney and we still learn that Kuma is a Buccaneer and he's a former slave of the Celestial Dragons.
Oda is a great author, but he hasn't planned out every single detail like most think. However, he can still seemlessly folding in story changes retroactively and make them fit into the world he's building along the way.
But at least we can tell that he settled on Kuma‘s daughter being Bonny (and a Supernova) the moment he had every Supernova except for her engage one or more Pacifista in battle back on Sabaody.Law isn't essential to Doflamingo's story.
