I always just saw it as inner-monologue as that's how he can telepathically communicate.I've been wondering since Saturn's little secrets "what is the extent of Imu's mind reading" because it seems like it's solely for dramatic purpose and not logical story consistency. Which isn't necessarily a bad thing, but it is noticeable to my obsessed-with-details-of-magic-systems brain. It seems like Imu can only read surface level thoughts, like when Harald was refusing an order and it's like he was 'pinged' to the insubordination. Anybody who isn't sufficiently on-board with Imu's fascist agenda gets The Ping it seems but other than that, it doesn't seem like Imu can just read a person's thoughts/history like a book otherwise he'd have likely hunted down Brook ages ago

Maybe not even inner monologue, I'd even assume it's just telepathy, and thoughts & memories are out of reach.
I happened upon the dog, and thought this is the one. We might be antagonists but who doesn't love a dog? Lol.
I don't know if he can suppress, but I think he can suppress memories in as much as someone who has knowledge in psychology/psychiatry. With the fact he can communicate telepathically anytime and anywhere, that ability to manipulate people is stronger. Even brainwashing, not in a supernatural way, but in a manner of just understanding human psychology deeply and having a way with words.I think he can suppress memories to a degree. He made a comment about Gunko regaining her memories.
And I think Harald was at a range point of Imus power where he was dropping in and out of control. Imu had at least the awareness to give him commands but maybe not the total remote viewing capabilities that he has of someone in range, or with a stronger pact.
It could also be that Gunko lost her memories out of trauma which I'd say is more than likely the case. Sabo also lost his memory due to trauma, but it was physical... and one could argue that the physical trauma aided in suppressing his psychological trauma which repressed the pain of losing Ace & possibly the pain of leaving Luffy all alone.
Not that you're saying this, but my thoughts are like If he could read the mind's thoughts (or memories), he would have known about the fruit and gone for it in the first place. He also being in Harald's body would have seen Loki and known that Ragnir & Nidhogg were in Elbaph which you point out suggesting he lacks remote vision.
The fact he didn't know who killed Harald and had no knowledge of Loki, Nidhogg and Ragnir until now would suggest it's just telepathy and control by instruction. And greater control by possession of course.
Harald also had the depths covenant which is what the God Knights have, and it's only second to the Abyssal covenant which is what the Gorosei have I believe. And if he didn't know that Saturn was hiding a secret for 200 years about Emeth, I think that strongly suggests his inability to read the mind despite having the strongest covenant.
I think if he could read minds, then it would be far too powerful. He'd simply have to take over Rayleigh, Gaban, Roger to have known where the One Piece was... there's a ton of things he could have resolve. Another could be taking over Vegapunk to find out where the snail transponder was during Egg Head instead of wasting all that time summoning all the Gorosei to look for it.
Range might factor, but then, you still have the issue with how didn't he know Saturn's 200 year old secret. I think it's just telepathy and control. If this power was actually mind reading, he would essentially be impossible to defeat. He needs to have some flaws for his defeat to be possible.
