Anyone has any tips on what I could do improve my laptops performance with steam games? Admittedly laptops are hardly a good choice for games however I find the steam situation kinda absurd when it comes to required specs. I have played two games in steam but the one I care about right now is portal. Even with the absolute lowest settings the game slows down considerably every few minutes... Which is surprising considering there are other games which seem like they should require more spec that I can play without issue. When it comes to my PS2 emulator I have only had minor lag issues at worst and in most cases it works perfectly even for games like final fantasy... I got dynasty warriors 6 for PC which was released a year after the first portal game and I can play it perfectly... Its not like portal has insane graphics or anything of the sort... So what is the deal here? It seems like all steam games require insane specs even when the game itself has nothing even resembling great graphics (which is not to say the graphics are bad either, just that it seems like it should require way less).
Steam doesn't really have much impact on performance it's pretty much just a platform to launch the game. The main thing is the games themselves. If your below the minimum system requirements(shown on the store page) there isn't really a whole lot you can do.
If your above those then the simplest way is to set all the graphical settings to the lowest and experiment with turning various things on and off to suit your computer's ability. There are a lot of graphical tweaking guides out there that can probably help too. And occasionally you can also find guides to help improve performance by manually editing some stuff in the games config file.
For laptops you can also sometimes improve performance by adjusting your power settings. Sometimes they are set to operate at less than 100% of what they can do to preserve battery life.

Game optimization is different for each game naturally and some games just don't work they way they should.
Like Planetside 2 for a while was almost completely processor dependent. So you could have an have a low end processor and high end graphics card and get lower frame rates with the graphics on low than on ultra because only on ultra would the game actually try to have your GPU share the load. Other games don't utilize mutli-core processors and end up using a fraction of the power you pc actually has.
