He is the one who issued the commandment.Since the bird bowed in reverence to someone other than him, then the bird clearly idolized Estarossa, which means he broke said commandment. The bird could have bowed to Estarossa because he's "godly". He simply was so impressed by his aura that he bowed in reverence.I don't remember it clearly but why would the bird bow to Estarossa? Furthermore, assuming he possesses the decree of having no other god, then doesn't that imply he is the 'god'? The decrees work when the specific demon commandment is present. If someone lied to another commandment, they wouldn't get petrified if galan wasn't present. Assuming Estarossa is the god and the bird did bow, that would be a sign of acknowledgement of said god so why would the bird get blown up as punishment? Even if the god referred to the demon king and Estarossa was his son, it shouldn't be seen as worshipped or bowing to another god...
Imo, I don't think the decrees will strictly follow the Biblical commandments as it would quite difficult to apply all of them in a sensible manner
Also if he is the son of the demon king then he's the prince (of all demons

Each commandment is different and their working might not be as straight forward as Galan's. Furthermore it is not that people didn't believe in Merascylla, but just that they lost faith in general.Also Mera didn't need to be present physically when we saw that guy rejecting his loved one and getting his eyes burned.
I think Estarossa's works the same, and actually anyone who reveres someone other than the real god is going to be punished.
