Rip in chapter 29 talks about flipping the world upside down, otherwise it would be UNFAIR
Billy in chapter 31 says we should sacrifice citizens, otherwise it would be UNFAIR

Billy = Belie = Unbelievable
But what if Billy is a fake name?

1) "Unbelievable" is indeed Billy's ability, but its true power is to negate the "one ability per user" limitation. The downsides would be not starting out with a 'proper' negation, relying on others' powers to truly manifest its worth, and perhaps needing to spend a certain total amount of time in the company of whoever his "target" is in order to "incorporate" their ability. It's possible that he also needs proper understanding of the powers he wants before acquiring them, but it's not unlikely that he could spontaneously gain that knowledge along with the ability itself. Finally, the ability Tatiana described is probably "Unmissable", and it's the first one Billy ever copied, from a now-deceased friend (?).

2) "Unbelievable" is the ability Tatiana described, but it's not Billy's. His real ability, which should work close to what I described above, is "Unfair"; a more apt name for its functionality (i.e. having multiple Negation powers while everyone else only has one, which is a negation of the 'fairness' in the distribution of abilities). It also takes into account how both Rip and Billy talked about things being unfair in previous dialogues, like how Juiz spoke of "justice" before revealing hers, or how Tatiana was claiming she wouldn't let the bad guys touch Fuuko.

No, they captured Burn, meaning he was in some cell in the Union HQ and Rip&Latla freed him which is why they are on his head. Billy was part of the subjugation team that caught Burn together with Juiz and some others.

Probably like Clothy, Burn has some conditions that makes him easy to use for anyone. In Clothy it's feeding him yarn, in Burn's case it would be....promising him he can burn anything he wants?

UNFAIR would be too similar in meaning to UNJUSTICE in my opinion. One negates fairness and the other negates justice. Kind of similar.
But, well, if we can't think of anything else that must be it.

Billy was too Aizen like to my taste, and it felt too sudden. I wish we had spent more time with the manga before such a twist but ok, let's move on! I'm anxious to the next chapters.

i love Top action this chapter (and anywhere else). My 2nd fav chara's type, kicker and/or speedster..
he had brutal power. need break part of his body to brake the speed. Love all this kind of power, had drawback, need requirement to used it.
sadly, he is done for, along with his buddy, isshin. Nico will busy healing both. chikara run away, phil missing or dont care enough..

Top still not using his suit

so, i think he hold back a lot. Top can be much much faster. w/o his suit he can easily exploded when crash to building/wall/ground

glad after last chapter we will get (mini) arc for this. author didnt skip it to aftermath. i still think they will get away.
we see JUIZ first emotional/raw moments after last chapter..

I dont know how, but billy is not copy (or cant) tatiana's Untouchable. or its too incovenient, even tho you can on/off the power. you will naked evertime you used it.. i think thats the reason. haha, that will be so silly

About the sudden move I think this is because for once our heroes are not the acceleration or even the spark which started the whole thing like it was in Bleach with the Soul Society as Ichigo and co breaking in to save Rukia gave Aizen the perfect background to do his betrayal and power grab. In UU our heroes came into the late game when nearly all slots in the stone table were already filled meaning they are not the reason Billy decided to go full chips in with his betrayal. The 100th penalty is the reason he betrayed Union, Andy and Fuuko just happened to be members at that point.

I would have liked some breather chapters as well like Billy teaching Fuuko how to shoot for example or Nico working with Chikara on ways how to weaponize his Unmove with high tech equipment. However it was Tozuka's choice to not do so, so I assume stuff like that will either be shown as a flashback or he wants to move quickly to the first Ragnarok, so that we get a reset and have a new 101 penalty run on killing god after no doubt the Union and Under will fail to prevent God from destroying the world once more.

In any case, so far the high speed of UU has served it will to gather attention in the Japanese audience which is the most important audience for any Jump series, thus I hope this betrayal will add to the hype of UU and get it even more interest among Japanese Readers.

I suppose he did copy Shen's power, but it just so happened that the requirement of Shen's power is that the user must be fond of his target. It was explained when Victhor was about to face UMA Spoil in space. So, I think Billy can't use Shen's or Fuuko's power against them.

yes ofc I (and probably Hermit) knows that, but there is no point to write it atm

Example: we know UMA burn and negator Burn exists
so negator UNSPOIL should also exist too
and other negators (UNWINTER, UNSPRING)

But it would be redundant to write them at the moment, just like unavoidable. What if unavoidable never reappear in the story
Unavoidable (new host) will never get updated, so what's the point writing that entry in the first place
