I think only Absalom has a chance to have a preskip-bounty. Hogback was a world famous surgeon before he joined Moriah, and Perona was very young. Since Moriah was a Shishibukai, any bounty they could have had must have been acquired before.
I agree on Hogback and Perona. Absalom's past is unclear. Since Moriah is 50, he may as well have joined him when he was already a Shichibukai. However, since the Blackbeard Pirates went for his Devil Fruit, I assume he is somewhat infamous. But if he has a bounty, I assume it will be low, 20 million at most.
Nekomamushi and Inuarashi were part of Roger and Whitebeard crews in their youth, similar to Buggy or Shanks. So they may have no bounties. If they do, I expect less than 50 million. None of the Beast Pirates recognized them.

So, I've been arguing with a guy on another forum that Lucci and the rest of the former CP9 members have learned Haki during the time skip while he insists they already had haki back in EL. Hence, Lucci was capable of harming Luffy with a punch. He insists that the OharaLibrary translation is inaccurate and tends to sprinkle his own details, thus, the statement claiming that Lucci learned it during time-skip is invalid.
I know that he's incorrect, just thought I could use another translator validating that bit of information, if anyone's willing to do it.
