No it doesn't. That is a logical fallacy. Besides, the prototype was supposed to be a symbol of darkness... and while Himiko is now a part of the league of villains, this suggests that she was meant to have been some sort of legendary villain similar to Stain.
Still, I wouldn't say it was impossible that her quirk got an upgrade in the future and was able to do this if she used a level-upper.
What irritates me more is that we still don't get a real explanation about why she has to get naked when she transforms clothes... nor are we told what names Horikoshi used for the prototype.
