Plus, that was a long time ago. Things could have changed. Technologies ain't the same in the late eighties and now.
While that may or may not be true, it has nothing to do with technology. They still collect mail-in cards for the basis of their rankings.

8 weeks is just a benchmark that seems to fit. It existed before Bakuman was even serialized, so it isn't based on that either. Maybe the Hokuto no Ken thing confirmed it for some, but I still don't think it should be taken as gospel, or something worth arguing about.

Guys, 8 weeks makes sense in some ways. We keep treating it like a perfect system reflecting popularity, and as gospel, when it's neither. HOWEVER, there's totally some worth in saying that it takes 8 weeks with *new* series before you can really see if it has legs past the initial response, just as a general marker. Past that it's a pointless way of trying to pinpoint exactly what it is that made both a small percentage of readers and the editors decide to place it where it is.

Just chill on it, treat it as the vague concept it is and nothing more. Things are easier and much more interesting without that nonsense.

(also on it being a thing in the past: I've been following jump for like... 8 years? and over that time period it's jumped between being 5, 8, 10... any amount of weeks. 8 just seems to be where we all settled. So we really could have been having this discussion any amount of time before using a different number of weeks and it'd be just as pointless as now)

The series should have a time to be promoted before being put under readers' judgement. We just don't know how much time it is exactly, but discuss it is unreasonable and left everything less interesting to follow. If it is not 8 weeks, we are being inaccurate for some weeks, only. It doesn't hurt anyone.

Is there any series which was cancelled before 8 weeks? It can be a good proof that the editors at least wait this amount of time to think of cancelling something.

Well Mutou Black was cancelled after twelve. I can't think of any cancelled sooner in recent times.

Anyway the weeks discussion seems more like people choose a number out of convinience to try to assist their own vain motive for a series. Its just like the generation of a pure ranking willy nillying removing some series at will or the suggestion that an absence of a chp 7 wks ago implies its unranked. Verily, if a series were good then 5 8 10 or even 100 wks wouldnt matter.

I think it's usually quite obvious when a series is cancelled, especially a new series that never got a footing. Rankings factor into inferring this as well. The only time we see short series are from established authors who may have intended for them to be that short.

Mutou Black was 12. I think Hand's as well as the original Jumbor were both cancelled at 10, and were only bound for a single volume. There are other examples of Shueisha doing this as well, but they're a lot older.

Not since I started following the TOC in 2007. Chagecha lasted exactly eight chapters, but nothing I can remember that lasted less. No matter how long it takes, the editors would know poll results before the first "official" TOC. Eight weeks, or however long it takes, would be to ensure that all the business surrounding the TOC is taken care of before the issue is out. It would be impossible to have results available for the next issue, fans wouldn't have enough time to return postcards. The net issue would have to go to the printer a day or two after the last issue was released, in order to have copies ready for release on Monday. They'd need to give at least a few weeks for a statistically significant number of postcards to be returned. Postcards are on paper, so votes need to be counted by hand. Then they have to be recounted, at least once. Manga are canceled based on poll results, they better be sure the votes were accurately counted. Editors have to meet with mangaka to discuss the results. Then the editors have to discuss the results together before they decide on TOC order. Everyone involved also has other work to do during that time. Time also has to be factored in for the unaccepted. Even if counting votes should only take three days (hypothetically), they have to allocate five days just in case anything goes wrong. We know it takes time whether that is four, five, six, seven, or eight weeks. Eight weeks has been the rule for a long time. It might not be right, but until better information is available, it is a good standard to keep.

In it's early days, they seemed to have a lot of really short manga but when looking at series post Hokuto no Ken, I found these two that were shorter than 8 chapters.

Second (セコンド?) by Yasuki Inoue
started in #16, 1988
ended in #21, 1988

Does the text say anything related to that? I think that's really sweet if that's the case. It makes me wonder how long the spin-off is going to be.

Yes, there is the time to finish all this work. Since the next issue is "released" on Wednesday (hit some stores would be more exact), we can suppose that this magazine is already printed when current week's magazine is released (Monday). However, they should have the next issue already planned as well. In short, when a new series debut, they already have at least two more weeks of magazine printed and/or planned. After this, a time to finish everything plus a time of promotion can be considered. 8 weeks for everything sound reasonable, maybe it is more or less that time, we should be almost right.

If the series was planned to do short, then it would announce as to be a mini-series, like Koganerio and Jaco. This isn't anything that serious to hide from the readers

well, can anyone tell me what is this announcement in issue 21 of 21 April?
It just mean that the poll result for Jump cover which Gintama had before going to announce on Issue 21. No any special announcement.
