The end product is in direct correlation with his work ethic in this case though, inextricable if we look back to the beginning of his scribble art.. Don't start arguments, if you aren't ready to go through with them?
Going back to your first post, how would you know that he's sick of drawing it? Be careful with those allegations/slander, especially considering how it was him that has gone back from the year long hiatus to draw a dozen chapters beginning a whole new massive arc. See, again you miss stuff because you have no insight into the actual manga.
I do know about the new arc, the Dark Continent was it?
Look, HxH could a masterpiece fallen from the heavens but the way Togashi has approached it in the recent years doesn't make the critically acclaimed writing of the series justice. The scribbles are fine as long as he fixes it in the volume releases (which he does).
But let's look at the hiatuses chart:

Since 2004 he has missed 70% of the issues.
70%. That's not something you do if you're invested in what you doing. Yes, there is the whole thing with his back problems, but recently there was a post on reddit about a color page he did las month, so it's not like he can't draw at all.
And you could say that he isn't the slave of the readers, but they have
bought his product for years, so I think he has a reponsability with them, to a certain degree atleast.
Going back on what you said about him teasing the new arc. What's the point on doing so if he has not come back yet? What about the readership that buys the volumes in Japan? Is it fair to tease them and then disappear for God knows how long?
Look at the mangaka of World Trigger. He has neck problems and yet he works on a weekly basis (with some hiatuses here an there, but at least he is providing content).
As I said, he could be a great storyteller and I'm not doubting he is but as a mangaka of a weekly magazine he's just not that great. What happens is that as long as he brings money Shueisha will keep him in.
