Its only copying when you're blatantly tracing over someone else's work like that Bleach dude. Hori changed up quite a bit to where it's different, but still noticeably similar if you recognize the source of inspiration. The pose and facial expressions are both different. There's also the point that it's just a one-off drawing. If he was copying a character's design or something like that, then it would be less excusable.
